"Pepper spray"... Allowing the police to use a new weapon during the pursuit of wanted persons in Kuwait

The Kuwaiti Ministry of Interior has allowed policemen to use pepper spray during the pursuit of wanted men, according to certain regulations, according to the local newspaper, Al-Rai.

Security sources indicated that the Ministry of Interior "is keen on the safety of its employees during their dealings with wanted persons, who pose a threat to lives and property, and that such a substance will greatly contribute to deterring wanted persons who do not comply with the instructions of the security men."

The sources pointed out that the use of this substance became necessary "after the cases that a number of Interior Ministry men were exposed to."

The sources reported the issuance of a circular to the security men regarding the controls and cases of using pepper spray in the context of achieving the public function of the police by imposing the rule of law and maintaining security and public order.

The sources pointed out that the Criminal Procedures and Trials Law No. 17 of 1960 and its amendments, and the Police Law No. 23 of 1968 and its amendments, authorized policemen "to use force to the extent necessary to perform these security duties and tasks and to use weapons to confront any terrorist or criminal activity."

The sources indicated that the policemen from the ranks of the Public Security have the right to use a means or tool of pepper spray to defend themselves and others against any attempt to attack them, as well as to tighten control and arrest wanted persons and outlaws, provided that it is in accordance with the controls and cases, the most prominent of which was Not to abuse pepper spray and in cases of self-defense against any attack on them by lawless or wanted persons.

According to the sources, the purpose of using pepper spray is to give the suspect or wanted an opportunity to comply with orders and surrender himself, with the need to take precautions and caution before and during the use of this substance, so as not to injure someone other than the target person.
