Car goalkeepers, people who can stand as vehicle owners on hundreds of cars despite the car being driven by others, have been difficult for the authorities to access.

In January 2021, a new provision was introduced that allows police officers to seize registration plates after six months if the vehicle owner has more than SEK 5,000 in unpaid parking or congestion charges.

- These are vehicle owners who have unpaid fees that are between 5,000 and 40,000 kronor, but there are those who have significantly higher sums.

Last year, there were almost 800 vehicles, says Magnus Svensson, who is a business developer at the Swedish Transport Agency.

Has congestion charge debt

The Swedish Transport Agency does not have county statistics on where car owners are written, but many motorists who have incurred debts have not paid congestion charges in Stockholm and Gothenburg.

Exactly how many have now paid off their debts under the new regulation, the authority currently has no figures on.
