The proposals primarily entail a sharpening of penalties on a number of points and belong to the so-called 40-point program against men's violence against women. 

- We will present the proposals that we will forward sharply to the Riksdag, but also an inquiry to review what the legislation will look like in the future.

These are points due to the 40-point program that we presented about a year ago, said Morgan Johansson (S) at the press conference.

On the one hand, the minimum sentence for rape and rape of children will be increased from two to three years' imprisonment.

The proposal is also that the penalty scale for the purchase of sexual services should be increased, with only imprisonment in the penalty scale.

Proposed to enter into force in August

The minimum penalty for the exploitation of children through the purchase of a sexual act shall be increased from 14 days to six months' imprisonment and in the case of the exploitation of children for sexual posing, a fine shall be removed from the minimum penalty. 

The proposal is that the measures will enter into force on 1 August 2022.

- All these penalty increases also mean increased costs, especially for the Swedish Prison and Probation Service.

That means more prisons and detention centers.

In total, this would, in full effect, mean cost increases of just over SEK 200 million.

We will take this into account in the Swedish Prison and Probation Service's budgets in the future, said Morgan Johansson.
