The psychologist, Osama Abdel-Aty, stressed that the phenomenon of beggary poses a danger to children, and prevents them from enjoying normal childhood stages, due to the problems caused by this phenomenon for children, such as living in difficult conditions, and spending most of their time practicing beggary in the streets, instead of spending it in the exercise of their lives Natural, in addition to the negative effects that others have left over to them, and treating them with disrespect.

For his part, Lawyer Salem Saeed Al-Hayqi confirmed that beggary is a fraudulent project that touches the feelings of citizens and residents, and threatens the security and stability of society, pointing out that the law called not to deal with beggars who take advantage of circumstances and invent tricks and misleading stories to elicit sympathy and compassion among people. Al-Hayqi indicated that the UAE legislator stipulated the penalty for beggary in Article 475 of Federal Decree-Law No. 31 of 2021, promulgating the Crimes and Penalties Law, that whoever commits a crime shall be punished by imprisonment for a period not exceeding three months and a fine of no less than 5000 dirhams. Begging, through begging, with the aim of obtaining a material or in-kind benefit, in any form or means.

He added that the legislator in Federal Law No. 3 of 2016 on the rights of the child, known as the Wadima Law, prohibits exposing the child to beggary, or exploiting him economically, and the penalty shall be imprisonment for a period of no less than 10 years, whoever violates any of the provisions of items (1), 2, 5, 6) of Article (37) of this law.

He pointed out that the law also stipulates that a penalty of imprisonment for a period of no less than six months and a fine of no less than 100,000 dirhams shall be imposed on anyone who manages the crime of organized beggary, which is committed by an organized group of two or more people.

The same penalty applies to anyone who recruits people to the state to use them in the crime of organized beggary.

And he added, “The Public Prosecution may refer the accused in the crime of beggary to the competent authorities, instead of filing a criminal case, in order to work on his social care, or qualify him to work if he is a citizen of the state, and it is proven that he is compelled, or unable to earn, and has no other source of livelihood. ».

She explained that the law sets the penalty for committing the crime of beggary by imprisonment for a period not exceeding three months, and a fine of no less than 5000 dirhams.

As for the penalty for organized begging, the law imposed a penalty of imprisonment for a period of no less than six months, and a fine of no less than 100,000 dirhams on anyone who managed the organized begging crime, and imposed the same penalty on anyone who recruits people in accordance with the Law of Entry and Residence of Foreigners, to use them in the crime of organized beggary.

As for the penalty for those who participated in the organized beggary crime, it is imprisonment for a period not exceeding three months, and a fine of no less than 5000 dirhams, or one of these two penalties.
