The Legal Adviser, Dr. Youssef Al-Sharif, confirmed that informing the competent authorities about the web pages that provide illegal content is the responsibility of each individual Internet user, pointing out that the Rumors Law tightened the penalty for publishing this content with a fine of no less than 300,000 dirhams, and not more than 300,000 dirhams. 10 million dirhams.

Al-Sharif said, in video episodes broadcast by "Emirates Today" on its platforms to shed light on the newly issued laws, that "some may be exposed, while browsing to websites and accounts on the Internet, to images, videos, and texts that have illegal content, and may ignore them, or report them." concerned authorities, to take legal action against its publisher.

Al-Sharif explained that “the illegal content includes real violence and criminal activity in videos, games and films,” noting that “there are some games that rely on spreading violence and pose a danger to children, and they were banned in the state earlier.”

He added, "The illegal content also includes sensitive scenes, such as an illegal assault on a child, as well as every scene or clip that promotes hatred towards individuals or groups, on the basis of race, religion, or others, as well as promoting crime or violence."

Al-Sharif pointed out that the contents he mentioned to define illegal content differ from one country to another, but most of them are generally agreed upon, noting that the UAE legislator has defined a specific definition of illegal content, which he included in Article (1) of the Rumors Law within the definitions.

“It is content whose subject matter is one of the crimes punishable by law,” “or whose publication, circulation or re-circulation within the state would harm the security of the state, its sovereignty, any of its interests, the public interest, the guarantee of public peace, or the state’s friendly relations with states,” he said. Or influence the results of the elections of members of the Federal National Council or the advisory councils in the emirates of the state, or incite feelings of enmity or hatred between a different group of people, or a decrease in public confidence in the performance of a duty or task or in the exercise of any authority by one of the state authorities or any of its institutions ».

Regarding the responsibility and role of individuals when exposed to illegal content online, Al-Sharif believes that they should have a positive role in confronting these sites, because they pose a danger to society and children, by trying to collect information on this site, and contacting the competent law enforcement authorities. Inform it, and it, in turn, takes its measures to block the site, and before blocking it, if it generally contains all these contents, it can send a warning and alert to delete these pages, or illegal sections. (53) of the Rumors and Cybercrime Law, which tightened the penalty, as it stipulated that “a fine of not less than 300,000 dirhams and not more than 10 million dirhams shall be imposed on anyone who uses a website or electronic account to store or make available and disseminate illegal content, He did not take the initiative to remove it or prevent access to this content within the period specified in the orders issued to him and stipulated inthe law, and refrained from complying, in whole or in part, with one of the orders issued to him and stipulated in this Decree-Law without excuse.
