In terms of strengthening protection, establish a rapid acceptance mechanism for patent infringement disputes related to epidemic prevention, strengthen intellectual property protection for enterprises producing epidemic prevention materials, support enterprises to confirm and protect epidemic prevention-related patents and trademarks, and severely crack down on abnormal patent and malicious trademark registration.
In terms of promoting the application, relying on professional institutions to strengthen the connection between supply and demand of epidemic prevention-related patented technologies, increase support for the units tackling key epidemic prevention and control technologies in the promotion of intellectual property utilization projects, and introduce policies to increase support for enterprises' intellectual property operations.
In order to strengthen financial services: give play to the role of intellectual property financing, encourage commercial banks to speed up the processing of intellectual property pledge financing loans for small and medium-sized enterprises, and give special rewards and subsidies to commercial banks' patent and trademark pledge financing loans in the second quarter based on performance.
Strengthen intellectual property insurance, encourage insurance institutions to increase the promotion of intellectual property pledge financing guarantee insurance, intellectual property enforcement insurance and other insurance types, and simplify the intellectual property insurance claims service process.
Promote the precise alignment of supply and demand, carry out surveys on intellectual property pledge financing needs of small, medium and micro enterprises, and promptly publish information on products and services such as intellectual property pledge financing, guarantees, and insurance of financial institutions.
In order to strengthen the relief of enterprises: extend the processing period as appropriate, and assist in handling relevant rights restoration procedures according to regulations if the relevant deadline is indeed delayed due to epidemic-related reasons for applying for patents, trademarks, integrated circuit layout designs, etc., resulting in the loss of rights.
Strengthen the services for small, medium and micro enterprises, issue opinions on strengthening the intellectual property work of small and medium-sized enterprises in this city, deepen the implementation of special actions for intellectual property services specializing in special and new small and medium-sized enterprises, and support and encourage intellectual property service agencies to provide agency assistance and rights protection assistance for small and medium-sized enterprises.
Support service agencies in fighting the epidemic, strengthen services such as annual inspection of intellectual property social organizations, annual reports of patent agencies, and filing of patent attorneys during the epidemic, timely collect, understand, and coordinate to solve the practical difficulties of IP service agencies, and support the IP service industry to attract employment.
