Fredrik Bynander is head of the Center for Total Defense and Community Preparedness at the Swedish National Defense College.

He believes that the most important thing right now to build civil preparedness is better governance in combination with clearer information about what and how much money to invest.

Minister of Justice Morgan Johansson (S), who is responsible for civil preparedness, agrees that unclear governance is a problem.

- Today, it is the case that much of all this is divided into different authorities and there is also no specially designated authority that has a main responsibility.

Of course it is the case that there has been a shortage, but that is what we now want to fix, says Morgan Johansson.

Now they are working on the basis of an investigation that was presented to the government just over a year ago.

Among other things, it is proposed that several regions be merged into larger contingency regions.

Regardless of which model you choose, Fredrik Bynander believes that it can be a tough task to implement it.

Authorities, regions, municipalities and even private actors must be prepared to give up some of their current power.

- There are actors out there who refuse to be controlled, not least the municipalities.

At SKR, people have been shouting in the air because the municipalities will be forced to use the municipal tax base to build this up.

There is resistance in the entire system, says Fredrik Bynander.
