On April 8, the National Immigration Administration announced to the public that it directed and deployed the Shanghai Public Security Exit-Entry Administration Department to destroy a criminal gang that organized foreigners to illegally apply for visas to come to China, and successively arrested 12 criminal suspects who were suspected of selling entry-exit documents. , to identify 164 foreigners who fraudulently apply for visas.

  In August 2021, the entry-exit management police of the Baoshan Branch of the Shanghai Public Security Bureau found in the daily management of foreign personnel in the jurisdiction that the work visa certificate held by a foreign woman did not match her actual work unit after entry.

After investigation by the police, the foreign woman admitted the illegal fact that she used an illegal intermediary to sign a contract to purchase materials such as an invitation letter from a company to come to China, and fraudulently apply for a visa to enter the country abroad.

  Through further digging for clues, the police found that a criminal gang headed by the criminal suspects Liu, Shu and others had publicly released advertisement information on the Internet platform to sell invitation letters and other visa application materials.

At the same time, the gang actively went offline, solicited foreigners who wanted to work in China, and successively sold invitation letters and other visa application materials to 164 foreigners who did not meet the entry requirements, and packaged them as relevant enterprises to invite them to work in China. Foreign personnel with urgent work assignments use the invitation letter issued by the enterprise to defraud the visa, and then enter the country to engage in illegal activities such as illegal employment.

The criminal gang charged each foreigner with agency fees ranging from tens of thousands of yuan, and the illegal income involved in the case was as high as more than 2 million yuan.

  At present, 12 criminal suspects including Liu have been taken criminal compulsory measures, and the relevant illegal foreigners are being further investigated and dealt with.
