In the new proposal from the government, the Swedish Migration Agency will retain the main responsibility for directing asylum seekers.

The authority must be allowed to assign to a municipality that must arrange housing, and the municipalities must in turn receive compensation for costs.

The bill is based on the Settlement Act, which means that it is based on the respective municipality's size, labor market situation and how many asylum seekers are already staying in the municipality.

-We will not go back to 2015, we will take our responsibility but other countries will also take their responsibility, says Minister of Integration and Migration Anders Ygeman.

When asked how the municipalities are expected to arrange housing, Ygeman answers that it should be done in the same way as today.

-It may be that you have empty apartments in existing stock, properties that are to be renovated and which have therefore been emptied and which you can wait to renovate.

It can also be about modular housing and converting existing housing.

Follows the scenario

According to the EU Refugee Directive, those coming from Ukraine receive a more or less automatic residence and work permit directly for one year.

It can then be extended by two years.

So far, the development of the number of fleeing Ukrainians follows the Swedish Migration Board's main scenario.

-We have up to 30,000 registered now and have made decisions in 22,000 cases concerning Swedish residence permits, says the Swedish Migration Agency's director general Mikael Ribbenvik.

The number who come to Sweden has decreased significantly.

At most, there were over 2,000 applications per day, now it is between 300-400 per day, he says.
