According to Taiwan's "Central News Agency", the Taiwan administrative agency meeting passed the draft amendment to some provisions of the "Regulations on Average Land Rights" on the 7th. In the future, real estate speculators can be fined up to 50 million yuan (NTD, the same below) , those who fail to improve within the time limit may be punished continuously; the draft will be sent to the legislature for deliberation.

  Taiwan's internal affairs department issued a press release after the meeting and pointed out that the key points of the draft include:

  1. Restricting the exchange of contracts for resale of pre-sale houses or the sale and purchase of newly-built houses, the buyer shall not assign or resell the contract except for the spouse, immediate or collateral blood relatives within the second degree, or special circumstances announced by the competent internal affairs department The third party; the builder shall not agree to or assist in the assignment or resale of the contract, and those who violate the regulations can be fined 500,000 to 3 million yuan according to the house.

  2. Heavy penalties for hype behavior. The competent internal affairs department pointed out that the draft clearly stipulates that if the dissemination of false information affects the transaction price, creates the illusion of hot sales by conspiring to make false transactions, uses illegal sales to affect the market transaction order or monopolizes the resale for profit, or Speculation based on other manipulative behaviors that affect the price or order of real estate transactions can be punished by 1 million to 50 million yuan according to the number of transaction accounts, and those who have not corrected within a time limit can be punished continuously.

  3. Establish a reporting bonus system. The competent internal affairs department said that the public can present evidence to report real estate sales or to declare violations of real-price registration. If verified, a certain percentage of the actual fines will be added as bonuses.

  This revision of the law also controls the purchase of houses by private corporations. The competent internal affairs department said that the draft adds regulations on the licensing system for private corporations to purchase residential houses, and restricts the transfer, assignment or advance registration within 5 years after acquisition; in addition, the draft also stipulates , If there is a cancellation of the pre-sale house sales contract, the builder should apply for registration within 30 days; violators will be fined 30,000 to 150,000 yuan according to the house.
