Guinea: the authorities create an “inclusive consultation framework”

This “inclusive consultation framework” was put in place via a decree dated April 6.

This structure aims to respond to the pressing need expressed by the political class, which calls for a framework for dialogue around the management of public affairs.

The “inclusive consultation framework” is overseen by the Ministry of Territorial Administration and Decentralization.

It includes “

 all the living forces of the nation

 ”, namely: 20 representatives of political parties, 3 members of the government, 5 personalities from civil society, 3 trade unionists and 2 representatives of the press.

The members of this structure are appointed by the Ministry of Territorial Administration.

The inclusive consultation framework meets once a month, specifies this decree.

Barely created, the inclusive consultation framework raises a lot of questions.

During the discussions started last month with the authorities, the political parties had asked that the dialogue take place

in a more restricted framework

, involving only the CNRD and the political parties.

However, the new structure put in place through this decree " 

resembles the CNT

 " notes a political leader, who denounces the lack of will to conduct a " 

serious dialogue

 ". 

Another question: what place will be given to ECOWAS, which has expressed the wish to appoint a facilitator.

For ECOWAS, this neutral personality would make it possible to alleviate the tensions which, in recent weeks, have only increased.
