Formation of a presidential council to lead a new transitional phase in Yemen

Yemeni President Abd Rabbo Mansour Hadi issued, at dawn today, Thursday, a decision to form a presidential leadership council that transfers all its powers to him in accordance with the constitution, the Gulf initiative and its executive mechanism, and also issued a decision to relieve his deputy, Ali Mohsen al-Ahmar from his position.

And the official Yemeni news agency, Saba, quoted a Yemeni presidential statement, that the new presidential leadership council in Yemen will take over the political, military and security management of the country throughout the transitional period.

Hadi said, according to the statement, that "the formation of the Presidential Leadership Council, to complete the implementation of the tasks of the transitional phase, authorizing the Presidential Leadership Council, according to this announcement, an irreversible delegation of my full powers in accordance with the constitution and the Gulf initiative and its executive mechanism."

He added that every member of the Presidential Leadership Council has the rank of Vice Chairman of the Presidential Leadership Council, and the President and members of the Presidential Leadership Council are committed to the principle of collective responsibility and their quest to achieve the highest degree of consensus among them.

The Kingdom of Saudi Arabia welcomed the issuance of the decision by the former Yemeni president, and the kingdom urged the Presidential Command Council to start negotiating with the Houthi militia under the supervision of the United Nations to reach a final political solution.

In a statement published by the Saudi Press Agency "SPA", the Kingdom confirmed its full support for the Yemeni Presidential Leadership Council and its supporting entities to enable it to exercise its duties in implementing effective policies and initiatives that would achieve security and stability in the Republic of Yemen and end the Yemeni crisis, and announced urgent support for the Yemeni economy in the amount of 3 billion US dollars as follows:

First: Providing $2 billion, divided equally between the Kingdom of Saudi Arabia and the United Arab Emirates, in support of the Central Bank of Yemen.

Second: Providing one billion US dollars from the Kingdom, including 600 million dollars for the Fund to support the purchase of oil derivatives, and 400 million dollars for development projects and initiatives.

The Kingdom also announced that it has provided $300 million to fund the humanitarian response plan announced by the United Nations for the year 2022 AD to alleviate the suffering of the Yemeni people and improve their living and service conditions, and calls for an international conference to mobilize the financial resources necessary to support the Yemeni economy and the Central Bank of Yemen and to provide oil derivatives.

Today, Thursday, Saudi Crown Prince Mohammed bin Salman met the head of the Yemeni Presidential Leadership Council and members of the council, and expressed his aspiration that its establishment would contribute to the beginning of a new page in Yemen that would move it from war to peace and development, hoping that the next stage would be different, noting what Touched by the determination and optimism of everyone.

It also defined the powers of the President of the Council to lead the Supreme Command of the Armed Forces, ratify agreements, declare a state of emergency and general mobilization, represent Yemen in external and internal forums, and appoint governorate governors and security directors, Supreme Court judges, and the governor of the Central Bank.

Among the duties of the Council, according to the statement, is to ratify agreements that do not require ratification by the House of Representatives after the approval of the Council of Ministers, establish diplomatic missions, appoint and summon ambassadors in accordance with the law, invite the Council of Ministers to a joint meeting with the President of the Presidential Leadership Council whenever the need arises, call for a meeting Regular and extraordinary sessions of the Presidential Leadership Council.

According to the statement, a National Consultation and Reconciliation Commission and the Support and Support of the Leadership Council has been established, consisting of 50 people representing all Yemeni components, and a legal working group has been formed to draft the rules regulating the work of the Presidential Council, the Consultation and Reconciliation Commission, the legal team and the economic team.

A legal team was established headed by Ismail Ahmed Al-Wazir and the membership of 9 members, and an economic team headed by Hossam Al-Sharjabi and 14 members was formed, while maintaining the House of Representatives and the Shura Council, and renewing confidence in the government formed under the Riyadh Agreement, with the Presidential Leadership Council taking what it deems according to its powers to take action. Amendments or changes in the government, or the formation of a new government.

It is expected that a new Yemeni government will be formed in line with the outcomes of the Yemeni-Yemeni Riyadh consultations, which are expected to end today, Thursday, with the issuance of a final statement.

The Gulf Cooperation Council, the Arab League, and the Arab Parliament welcomed the decision of Yemeni President Abd Rabbo Mansour Hadi to transfer his powers to the Presidential Leadership Council.
