In August 2020, Zeng Junwei represented the Xiamen team in the 2020 Fujian Youth U-Series Volleyball Championship as the main player. He and his teammates played well and won the first place in the province.

  According to the athlete technical grade standard of the State Sports General Administration, the Xiamen team represented by Zeng Junwei can have ten players to obtain the national first-level/second-level athlete certificate.

  After learning about the situation, the Fujian Consultation Service Center of the Hong Kong Federation of Trade Unions immediately reported the situation to the State Sports General Administration through relevant channels, striving to improve the relevant laws and regulations, so that Hong Kong youths can have more choices when developing in the Mainland.

At the same time, Wu Qiubei, a representative of the National People's Congress of Hong Kong and the chairman of the Hong Kong Federation of Trade Unions, also reported the incident.

  In the end, the General Administration of Sports of the People's Republic of China promulgated the "Notice of the General Office of the General Administration of Sports on the Work Related to Granting Athletes Technical Grade Titles to Athletes from Hong Kong, Macao and Taiwan Regions".

After the announcement, the Fujian Center of the Federation of Trade Unions has also been assisting Tsang Junwei to contact relevant Hong Kong institutions to complete the required documents for certification.

On March 25 this year, Zeng Junwei got his wish and obtained the technical level certification of the national first-level athlete.
