  The notice requires the education departments (education commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Education Bureau of Xinjiang Production and Construction Corps to actively promote the unified proposition at the provincial level.

Provinces that have not yet implemented the unified proposition at the provincial level, especially those provinces with problems such as imperfect proposition management, inadequate conditional guarantees, insufficient number of proposition personnel, and low proposition quality, must actively create conditions and strive to achieve provincial-level propositions by 2022. Level unified propositions to ensure the quality of propositions.

Provinces that do not meet the conditions should study and put forward a work plan to accelerate the promotion of the unified proposition at the provincial level, clarify the timetable and roadmap, and realize the unified proposition at the provincial level for the senior high school entrance examination by 2024.

  The notice requires the establishment of a political review system for test questions, effectively strengthening the political review of test questions in various disciplines, especially languages, ethics and the rule of law, history, geography and other disciplines, focusing on the value orientation of the selection of test questions and the rigor of the use of materials, and to prevent the appearance of the national flag and national emblem. Problems such as irregular use of patterns, incomplete national map layout, disrespect for ethnic customs and religious beliefs, etc., ensure the correct political orientation of the test questions.

  Notification requirements are strictly based on course standard propositions.

It is not allowed to exceed the standard proposition and arbitrarily expand or reduce the scope of the test content. It is strictly forbidden to use the content of high school courses, subject competition questions and off-campus training content as the content of the test, to ensure the connection between the proposition and the teaching and examination according to the standard.

  The notice emphasizes the scientific setting of the difficulty of the test papers, not only to prevent the test papers from being too difficult to increase the academic burden of students, but also to prevent the test papers from being too easy to reflect the degree of distinction.

  In addition, the notice also requires careful selection of candidates, and strictly prohibits candidates from participating in the preparation of test tutoring materials and off-campus training activities; standardizes the management of high school entrance examination propositions, strengthens security and confidentiality, does a good job in marking papers, and establishes a system of “multiple evaluations per question” for subjective test questions.
