Climate change: Africa needs more funding, says IPCC

The IPCC submitted on Monday the 3rd part of its 6th climate report, devoted to the mitigation of global warming.

To avoid a rise of 3 degrees, which would be catastrophic for humanity, it is time, experts believe, for States and companies to finally keep their promises: that is to say, to reduce greenhouse gas emissions from greenhouse and guarantee green financing in poor countries.

For the moment, neither the amounts nor the financial mechanisms are available to help Africa, and more generally the developing countries, to limit their greenhouse gas emissions, deplores the IPCC report.

Poor countries are struggling to receive the promised multilateral aid, but also to attract private green investments, which lack adequate public guarantees, say the experts.

However, mitigating global warming in poor countries is largely compatible with the objectives of sustainable development, details for the first time the IPCC.

The potential for renewable energies is such in Africa, estimates Yamina Saheb, one of the authors, that the continent could even do without hydrocarbons.

A need to mobilize institutions and governments to move forward

Reducing emissions from agriculture could also leverage more of the intimate knowledge that rural African communities have of their natural environment, she continues.

But the environmental challenge can only be met if the continent's governments and African regional institutions implement policies integrating all sectors: agriculture, forests, transport and energy, beyond state borders.
