On April 2, the State Council Information Office held a regular briefing on the State Council's policies to introduce the "Implementation Opinions of the General Office of the State Council on Strengthening the Supervision and Management of Sewage Outlets Entering Rivers and Seas".

At the meeting, Qiwen Qiwen, Deputy Minister of the Ministry of Ecology and Environment, introduced that by the end of 2021, the monitoring of sewage outfalls in the Yangtze River and Bohai Sea will be basically completed, and more than 80% of the traceability tasks will be completed. Remediation work is continuing.

  Qiu Qiwen said that since 2019, the Ministry of Ecology and Environment, together with relevant provinces and cities, has successively launched the investigation and remediation of sewage outfalls in the Yangtze River, Bohai Sea and Yellow River.

Through drone aerial surveys, manual walking inspections, and expert quality control inspections, we adhered to the principle of "checking everything that should be done", and found out the bottom number of sewage outlets in pilot areas such as the Yangtze River and the Bohai Sea.

Among them, 60,292 sewage outlets from the Yangtze River and 18,886 sewage outlets from the Bohai Sea into the sea were found, which have increased by 30 times and 25 times respectively compared with the numbers previously mastered by various localities and relevant departments.

At the same time, the investigation and rectification of the Yellow River is still in progress, and the investigation of about 17,000 sewage outlets in the upper reaches of the Yellow River and important tributaries has been completed.

  The second is to preliminarily clarify the source of sewage discharge.

Formulate and issue normative documents such as the main points of sewage outfall monitoring, organize local implementation of water quality monitoring and traceability, and timely grasp the status and source of sewage discharge.

By the end of 2021, the monitoring of sewage outfalls in the Yangtze River and Bohai Sea has been basically completed, and more than 80% of the traceability tasks have been completed. The investigation and rectification of some difficult problems such as mixed connection, misconnection, and missing connection of sewage pipe networks are continuing to advance.

  The third is to promote a number of sewage outlets to be established and reformed.

In accordance with the principle of "one policy, one catch", the pilot areas of the Yangtze River, the Bohai Sea and the Yellow River will be promoted to complete the naming and coding of sewage outlets and the establishment of signs, and the "household registration" management of sewage outlets will be fully implemented. For the rectification demonstration project, technical standards such as three-level inspection, naming and coding have been issued to guide the rectification work in various places.

In the rectification work, Lixing Liqiang solved more than 8,000 problems of direct and random discharge of sewage.

  "Through the investigation and remediation of sewage outlets in the past few years, the improvement of the water environment quality in the relevant river basins and sea areas has been effectively promoted, and there are data as evidence." Qiu Qiwen pointed out that by the end of 2020, the main stream of the Yangtze River will reach the Class II water body for the first time, and it will continue in 2021. Class II has been maintained and a historic breakthrough has been achieved.

The entire main stream of the Yellow River has reached the Class III water quality standard, and the proportion of Class I and II water quality in the coastal waters of the Bohai Sea has increased by 16.9 percentage points compared with 2018.
