Research "La Faffe was a tool for diverting public money. It should never have existed"
The commission that has investigated the Andalusian Foundation Training and Employment Fund (Faffe) considers its former director general Fernando Villén and former socialist presidents Manuel Chaves, José Antonio Griñán and Susana Díaz to be politically responsible for the irregularities by action or omission.
This is stated in the opinion of this parliamentary commission that has investigated, at the proposal of the Andalusian Government of
PP and Cs,
the extinct foundation for training for employment, dependent on the Junta de la Andalucía and which operated between 2003 and 2011, although it was liquidated several years later.
The proposal for an opinion, which includes the requests of all the groups, ensures that the irregularities in the Faffe were "
an institutionalized and emetic corruption
" that was "designed to avoid controls and rig contracts," said the president of the commission, Enrique Moreno (Cs), at a press conference.
In the 154-page document, most of the groups point to the former director of the Faffe
Fernando Villén,
also the former general secretary of Employment of the PSOE-A, as the main political person in charge, as well as all those who were part of the Foundation's Board of Trustees , public officials such as former Employment Ministers José Antonio Viera, Antonio Fernández and Manuel Recio.
Likewise, it considers the former presidents of the Board Manuel Chaves and José Antonio Griñán, both convicted in the case of the ERE, to be responsible for
the "organizational chaos
in which they plunged" into the administration of the Board during their mandates.
The commission extends the responsibility to all the socialist leaders who obtained "for themselves or their relatives and friends a payroll due to their status as political leaders, thanks to their relationship with the PSOE-A and with Villén."
According to the president of the commission, some of them set up
a "parallel" template
in the Ministry of Employment at the "service" of its senior positions.
In addition, the proposal establishes political responsibilities for "omission and for not having participated directly" in the irregularities in the former president and current senator Susana Díaz, and in the former councilors of her Government
María Jesús Montero, José Sánchez Maldonado, Javier Carnero and Antonio Ramírez de Arellano,
these last two current deputies of the PSOE-A.
"The Faffe case broke out during his time at the head of the Government of the Board, which did not stand out for providing facilities for judicial investigation," the president stressed.
The Government of Susana Díaz -he has detailed- "not only did not investigate what happened in the Faffe but also
hindered its investigation
and denied the irregularities in Parliament despite the fact that the Chamber of Accounts revealed in 2014 that the foundation
had not justified 50 million
received in nominative grants".
This same government had two technical audit reports that determined "numerous irregularities," he specified.
Next Monday the Faffe investigation commission will vote on this proposal for an opinion that, predictably, will be approved with the votes of PP, Cs and Vox, and from this decision the groups will have fifteen days to present
individual votes
.
According to the president's calculations, the opinion and individual votes will be debated and approved by the plenary session of Parliament at the end of April or beginning of May.
