The "Regulations" adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement Xi Jinping's thought on strengthening the military, and take the "Accountability Regulations of the Communist Party of China" and "Regulations on the Construction of the Communist Party of China Military Party" as the basic basis, based on comprehensive and strict governance of the party , the new practice of comprehensively and strictly administering the army, and systematically design and optimize the party's accountability work in the army.
The promulgation and implementation of the "Regulations" will regulate and strengthen the Party's accountability work in the military, ensure the implementation of major decisions and deployments of the Party Central Committee and the Central Military Commission, compress and consolidate the political responsibility of governing the Party, and urge Party organizations at all levels and leading cadres of Party members. It is of great significance to know the responsibility in the heart, take responsibility for the body, and perform the responsibility in action.
The "Regulations" consist of 5 chapters and 39 articles, covering the guiding principles of the Party's accountability work in the military, the division of responsibilities, the circumstances of accountability, the application of methods, and the procedures for accountability.
