Order and order is a prerequisite for the Swedish reception.

That was the message when Minister for Integration and Migration Anders Ygeman (S), together with Minister of Finance Mikael Damberg (S), would today present budget news due to the reception of refugees. 

- The starting point for a residence permit with temporary protection is one year - that is the basis for the Swedish reception, says Ygeman. 

He pointed out several times that we should not go back to 2015, when "Sweden took a disproportionately large responsibility".  

Since the Russian invasion, 26,000 refugees have registered for protection in Sweden. 

New legislation  

The new message today was that the government will urgently produce new legislation that makes it possible for the Swedish Migration Board to appoint a municipality that will arrange housing for people covered by the Mass Refugee Directive. 

- The goal is for it to come into force this summer, says Ygeman.  

A compensation model for a more even distribution will also be developed, which will be based on the model for distribution in the Settlement Act. 

- When allocating, consideration must also be given to how many people live in their own accommodation - or in the Swedish Migration Agency's accommodation. 

Taken from aid money 

The model involves a standard compensation per place with SEK 10,000 in one-off compensation, as well as an ongoing daily compensation of SEK 300, regardless of whether the place is occupied or not. 

In addition, they want to give SEK 9.8 billion to the Swedish Migration Board, which was previously announced in the budget bill.

An additional SEK 500 million is set aside for a temporary grant to the municipalities.  

An additional 30 million will go to municipalities' collaboration with civil society. 

The financing will mainly take place through settlements from development assistance - something that was also done during the refugee crisis in 2015, but which was met with criticism. 

But according to Minister of Finance Mikael Damberg, the solution is completely reasonable, as Sweden is now assisting Ukraine in various ways. 

- We are a major donor, we donate money and weapons, we give loans to Ukraine.

But we also accept people who need protection in Sweden and then there are international rules that say that you can deduct costs for migration on development assistance, says Damberg.
