Japan and the Philippines will hold the first ministerial talks on foreign affairs and defense, the so-called "2 + 2", in Japan on April 9.

Officials from both governments say they aim to strengthen cooperation between the two countries, with China in mind as it strengthens its expansion into the South China Sea.

Defense Minister Lorenzana of the Philippines told NHK that the first foreign and defense ministerial talks between Japan and the Philippines, the so-called "2 + 2", will be held in Japan on April 9.



According to officials from both governments, Foreign Minister Hayashi and Defense Minister Kishi will be present from Japan, and Foreign Minister Roxin and Defense Minister Lorenzana will be attending from the Philippines.



Japan and the Philippines formed a "strategic partnership" 11 years ago, and the Japan Coast Guard has provided patrol vessels to improve the maritime security capabilities of the Philippines.



Against the backdrop of China's increased military activity in the South China Sea and deepening conflict over sovereignty with the Philippines, the talks are aimed at realizing the "free and open Indo-Pacific" advocated by Japan. In addition to confirming cooperation, officials from both governments said they are aiming to strengthen cooperation between the two countries, saying that they are expected to exchange opinions on the situation in Ukraine.



Japan is the second country after the United States to create a "2 + 2" framework by the Philippine government.



For Japan, the Philippines will be the 9th "2 + 2" partner country.
