- The state is dumping this problem on the municipalities now.

Especially when you then say that it should be on a voluntary basis, you do not specify fixed funding and you are a little unclear with what responsibilities we actually have, says Roger Fredriksson (M), chairman of the municipal board in Ronneby. 

The only cost estimate of what the reception for the Ukrainian refugees would cost comes from the Swedish Migration Board: SEK 33 billion for about 200,000 refugees this year.

During the last wave in 2015, Ronneby received around 2,500 refugees.

This led to increased costs that the municipality did not get back from the state.

This time, the municipal council therefore wants guarantees that the state really compensates the municipality in full.

"Is there an obvious concern"

Sweden's municipalities and regions, SKR, also lack clear rules, something that is believed to affect the municipalities' ability to plan everything from preschool places, social services to housing.

Otherwise, the risk is that the situation will be like 2015, according to SKR. 

- Some municipalities had to take a huge load and no one wants it again, so there is an obvious concern, says Monica Sonde, head of migration issues at SKR.

SVT has sought Finance Minister Mikael Damberg, who has declined to comment.
