Liberal turn for Emmanuel Macron who is seeking a second term in this presidential election.

The outgoing president wants a France where “everyone works more”, with a retirement postponed to 65 and an RSA conditioned on hours of activity, but in return promises full employment in five years.

Favorable to companies, whose taxes would be reduced by 10 billion euros, he proposes that they intervene in college for orientation sessions, in a school where teachers would be rewarded on merit.

It also proposes a series of social measures: allowing couples in a common-law union to jointly declare their tax, automatically paying aid or raising the minimum pension at the full rate to 1,100 euros.

If he is now for an energy mix with more nuclear power, he wants to develop renewable energies in parallel.

Retirement

The pension reform will be a colossal project for the future president and represents a major challenge for this campaign.

Emmanuel Macron proposes to gradually raise the legal retirement age to 65 and to increase the minimum full-rate pension to 1,100 euros per month.

It also wants to promote the accumulation of employment and retirement with a simpler and more advantageous system.

The president-candidate also promises progress in the care of seniors while the nursing home scandal is still in everyone's mind.

He promises to recruit 50,000 additional nurses and nursing assistants in retirement homes by 2027. He also wants to create a bonus to cover up to 70% of the costs of housing adaptation work and thus allow the elderly to grow old at home.

Finally, he proposes to launch a citizens' convention to reflect on the end of life.

Education

The leader of La République en Marche wants to put mathematics in the common core of high school and impose 30 minutes of sport per day in primary school from 2022 as well as two more hours per week in college.

He wants to introduce college students to technical and manual trades and teach computer code.

If elected, he also promises to reform the vocational high school by increasing internships in companies.

Finally, he wants to modulate places in higher education according to employment needs and guarantee the replacement of absent teachers.

Health

While the lack of hospital staff has been strongly criticized throughout the health crisis, Emmanuel Macron promises to recruit nurses and caregivers at the hospital.

He also wants to launch a project to fight against medical deserts and aims to give France an important place in the production of drugs.

Work and taxes

Emmanuel Macron's liberal turn is particularly marked in this area.

The candidate wants to condition the RSA to an activity of 15 or 20 hours per week facilitating professional integration.

At the same time, he promises to triple the ceiling of the "Macron bonus" (without charges or taxes).

He wants to remove the CVAE (contribution on the added value of companies), or 10 billion euros of tax relief per year.

But a company that pays dividends will also have to reward its employees (Macron bonus, participation or profit-sharing).

If elected, he will abolish the audiovisual license fee and inheritance tax up to 150,000 euros per child and 100,000 euros for other family members.

He wants to set up a “universal time savings account” to monetize his days off or set them aside.

It also wishes to offer an “accessible” childcare solution for any parent of children under three years old and up to 12 years old for single parents.

Ecology

The leader of La République en Marche plans to build six next-generation nuclear power plants and launch studies for 8 others.

He wants to increase solar power tenfold, install 50 offshore wind farms by 2050 and produce millions of electric and hybrid vehicles.

To encourage companies to engage in the ecological transition, it proposes to condition the remuneration of their managers on compliance with environmental and social objectives.

Finally, he wants to renovate 700,000 homes a year.

Immigration

Emmanuel Macron wants to strengthen the control of European and national borders.

He also wants to speed up asylum procedures and deport more efficiently when asylum is not granted.

He suggests making obtaining a long-stay permit conditional on passing a French exam and professional integration.

He favors the expulsion of all foreigners who disturb public order.

Security

Emmanuel Macron wants to complete the doubling of the presence of law enforcement on public roads and the deployment of 200 new gendarmerie brigades.

He also wants to double the number of operational reservists in the armies.

He wants to favor fixed fines for everyday offenses and promises to recruit 8,500 additional magistrates and justice personnel.
