The Council of Ministers has approved this Tuesday the draft royal decree of

ESO

, which details everything that students between 12 and 16 years of age have to learn in a compulsory way throughout Spain.

The text proposes a "less rote" competency approach in which applied learning and close to the daily life of young people is prioritized.

For the first time in educational legislation, the

Ministry of Education

does not detail the historical facts and renounces a chronological study of

History

.

In addition, Philosophy

disappears completely

in this compulsory stage.

The

PSOE

has not only breached the agreement that it signed in Congress in 2018 together with all the political parties to reinforce

Ethics

in the 4th year of ESO, but it has also directly removed the subject of Philosophy.

That means that students will spend all of basic education without studying this subject.

In return, they will take other more practical ones, such as

Training and Personal and Professional Guidance

,

Digitization

or

Economy and Entrepreneurship

.

The students will also give

Civic and Ethical Values

, the new

Education for Citizenship

, where the students will learn about "democratic memory", "ecofeminism", "ethics of care" and "LGTBIQ+ rights", the political flags of the coalition government.

These are issues that are also present in each and every one of the subjects, where in addition to knowledge, attitudes are taught and emotions are very present (for example, the controversial socio-affective meaning of

Mathematics

).

The decision not to bet on Philosophy has been rejected by

United We Can

and also by socialist voices, such as senators

Javier de Lucas

and

Manuel Cruz

.

There is an outcry in the educational community against this suppression, which points to a deterioration in students' ability to think critically, especially because institutions such as the

State

Council and the

State School Council

have warned of the existence of problems in other subjects, such as history.

"Very academic"

For the first time this subject is not taught chronologically and the main historical events are suppressed.

Moments such as the

Conquest of America

or the

French Revolution

are not mentioned and the contents are grouped by thematic blocks.

For example, "social inequality and the struggle for power", "marginalization, segregation, control and submission in the history of Humanity", "family, lineage and caste", "the role of religion in the social organization "...

The Ministry of Education argues that the chronological approach is "very academic" and prefers to leave room for action to teachers, so that they can decide what students have to study.

But even the State School Council, whose members are mostly related to the Government, has warned that the subject is so "generic" that it will be difficult to comply with the law to guarantee the validity of the titles and that the approach is so "complex" that it will not be possible to give a common formation of History in all of Spain.

Teachers have also denounced the disappearance of basic content in the new curriculum.

Especially in

Mathematics

-logarithms or the handling of radical expressions, for example-,

Spanish Language and Literature

-a good part of literary history- or

Economics

-inflation , the deficit or pension plans-.

This reduction of some contents, which the Government attributes to the fact that the previous curricula were "too encyclopedic" and did not give time to reach the end of the agenda, contrasts with an excess of precision in other matters.

For example, students will have to learn "the evolution of weaponry from hoplites to tiers."

The culture of the gypsy people will also be studied for the first time.

The Ministry had initially distinguished between "basic knowledge" and "desirable knowledge".

The first are the essential ones and are embodied in this curriculum.

The second are those that can be completed by teachers depending on the level of the students.

But hardly anyone talks about them anymore and, as they have not been regulated at the state level and are left to the mercy of what each teacher decides, they will not be taught and the level of knowledge acquired will be lowered.

Pass the course and graduate with no limit of failures

In the same royal decree it is contemplated that the students will be able to graduate in ESO and pass the course without limit of failures.

And the Autonomous Communities are expressly prevented from putting a cap (in the Lomce to pass the course it was set at three and to graduate, at two).

It will be the teams of teachers who will have to decide together if the student has achieved the minimum required skills.

Make-up exams and numerical qualifications are also suppressed.

The title of 4th ESO will be the same for all students although it can be achieved with different degrees of difficulty.

In addition to the ordinary form, it will be possible, for the first time in history, for students with special needs who have had "significant" curricular adaptations and have not studied the minimum required for the rest of the students.

It can also be obtained by studying Basic Vocational Training, going through a curricular diversification program or, in the case of those over

18 years

of age , doing "extraordinary personalized tests or activities".

With all this, the Government wants to reduce the percentage of students who do not graduate (21%), although unions such as Csif or Anpe or family associations such as Concapa or Cofapa warn that more students will arrive less prepared at the Baccalaureate.

Another important change is that the itineraries that existed in the 4th year of ESO with Lomce, which allowed students to choose the academic path or the professional path, channeled in the FP, are eliminated.

The approved royal decree sets the minimum teachings of ESO, which are common throughout the State.

Then it has to be completed by the communities, which have 50% of the school hours in the case of territories with a co-official language and 40% in the others.

Catalonia has already sent its draft of normative development to the centers and in it it goes further than what is established by the State and it is even allowed to achieve the title of ESO without the minimum required competencies.

The Generalitat has also abolished quarterly notes and, in addition to considering this autonomous community as "a country", it will train students in "identities", "resistance to oppression" and "national emancipation".

The curricular development of the 17 Autonomous Communities will have to be specified in the coming months in the curricula of the educational centers and in the textbooks, with the anticipation that the new way of learning can be put into practice in the classrooms next September for the 1st and 3rd courses and in 2023 for the 2nd and 4th.
