1- Turkish Foreign Minister Mevlut Cavusoglu spoke today, Tuesday, of what he described as the "most important progress" in negotiations between Russia and Ukraine since the outbreak of the war, in the tour hosted by Istanbul.

"It is the most important progress since the start of negotiations," the Turkish minister said after 3 hours of talks between the Russian and Ukrainian delegations, adding that the talks would not resume on Wednesday.

2- Concurrently, Russia described the negotiations that took place in Turkey as “useful”, as the Russian delegation to the Istanbul talks announced - on Tuesday - that Moscow would “dramatically” reduce its military activity in northern Ukraine, including the areas near Kyiv, following talks "Useful" with the Ukrainian delegation.

"Since talks on preparing an agreement on Ukraine's neutral and nuclear-free status have moved to a practical stage... a decision was made to radically reduce military activity in the Kyiv and Chernihiv regions," Russian Deputy Defense Minister Alexander Fomin said.

4- Moscow also talked about a project, or a "solution proposal" after the Istanbul negotiations, and the head of the negotiating delegation, Vladimir Medinsky, said that this proposal (submitted by Ukraine) would be transferred to Russian President Vladimir Putin.

He added, "After the useful talks today, we agreed to propose a solution that would allow the possibility of holding a meeting between the two heads of state, coinciding with the initialing of the treaty by the two foreign ministers."

5- In turn, the head of the Ukrainian delegation announced that sufficient progress had been made in the talks that took place on Tuesday with the Russian delegation in Turkey to resolve the conflict with Russia, to allow a meeting between the presidents of the two countries.

Ukrainian negotiator David Arachmia said that "the results of today's meeting are sufficient to hold a meeting at the level of leaders," a meeting that Russia had ruled out on Monday, saying it would be "counterproductive."

6- While the head of the Russian delegation, Vladimir Medinsky, revealed the terms of the Ukrainian proposals to sign a peace agreement between the two parties, he stressed that his country does not object to Ukraine's accession to the European Union, which is an indication that some contentious issues between the two parties are beginning to find their way to a solution.

7- In another indication of the progress made in the negotiations, Medinsky spoke about what is described as a road map for the expected agreement, saying that the talk is initially about preparing the agreement document, then it is agreed upon by the two delegations, then it is ratified by the Ministers of Foreign Affairs after that, and then it is discussed The two presidents met to ratify it, but he pointed out that holding such a meeting is not an easy thing, especially since it could be multilateral and with the participation of countries guarantor of peace and security in Ukraine, according to him.

8- In what appears to be in harmony with the results of the Istanbul negotiations today, the White House said that US President Joe Biden will speak by phone to the leaders of France, Germany, Italy and the United Kingdom today, Tuesday, to discuss the latest developments in the Russian war on Ukraine, and French President Emmanuel Macron will speak today with his Russian counterpart.

The announcement of the expected contact between the Western presidents supporting Ukraine comes after the end of the new round of negotiations in which Moscow pledged to reduce its military operations near the Ukrainian cities of Kyiv and Chernihiv, while Ukraine proposed adopting a neutral situation in exchange for international security guarantees that preserve its territorial integrity.

9- International markets responded quickly to the new positive indicators, as oil prices fell by more than 5% on Tuesday, after the progress that negotiations between Moscow and Kiev seemed to achieve eased concerns related to Russian crude supplies against the backdrop of the Ukraine war.
