The municipality arranged a meeting between the children, who were placed in family homes, and their biological parents.
And it was on the way to the meeting that the woman was murdered by the children's father, reports P4 Östergötland.
Known for violence
Ivo writes that the municipality, despite knowing that there was violence within the family, did not use the applicable regulations.
If they had taken into account the history of violence, the municipality could have assessed the woman's need for protection at social gatherings.
The municipality of Motala must now submit its view on the criticism of Ivo and also explain how the shortcomings are to be remedied.
Sentenced to life imprisonment
The murder occurred in a subway at the travel center in Linköping on the morning of April 15, 2021. The man had found out when the woman's train was coming to Linköping and had traveled there armed with a knife.
He was waiting for her down in the subway, and when she got there, he attacked her from behind and stabbed her with about 40 stab wounds.
The man was sentenced by the Göta Court of Appeal to life imprisonment and deportation.
