  From March 28, 2022, if Chinese and foreign passengers taking flights to China have been vaccinated against COVID-19, the testing requirements will be adjusted to "double nucleic acid (RT-PCR) testing within 48 hours", and "serum antibody testing" will no longer be required. IgM" detection.

  The updated requirements are as follows:

1. Testing requirements

  (1) Those who have been vaccinated against the new crown vaccine (regardless of domestic/foreign, inactivated/non-inactivated vaccines, and who have received at least 2 doses of vaccines), please take the test recognized by two different Chinese embassies in Israel within 48 hours before boarding The institution has completed one nucleic acid test (RT-PCR, the second one must be within 12 hours before boarding), or completed two nucleic acid tests (RT-PCR) in the same testing institution (the time interval between the two tests is 24 hours) ).

Among them, the second nucleic acid test must be sampled and tested within 12 hours before boarding.

  (2) For those who have not been vaccinated against the new crown, according to the current policy, complete the nucleic acid (RT) test within 48 hours before boarding the flight at a testing institution recognized by the Chinese Embassy in Israel (il.china-embassy.org/chn/qzhz/t1801727.htm) - PCR) and serum antibody IgM each time sampling and testing, nucleic acid testing must be sampled and tested within 12 hours before boarding.

  caution:

  1. Self-test results using rapid nucleic acid detection kits will not be accepted.

  2. It is recommended to confirm the time required to obtain the test report from the testing agency in advance to avoid delaying the trip.

  3. For those who have been vaccinated, the vaccination certificate must be uploaded when applying for the health code (the applicant's personal information such as name, date of birth, certificate number, and the date of each dose of vaccination must be included)

  4. Those who have been vaccinated must return to China 14 days after the second dose of vaccine is completed. There is no such requirement for those who have received booster shots.

  (3) About testing institutions

  It is understood that the following testing institutions can provide rapid nucleic acid detection (RT-PCR) services, and promise to issue a test report within 5-6 hours (or less). For details, please consult and verify with the testing institution.

2. How to apply for a health code

  (1) Chinese citizens apply for a green health code with the "HS" logo

  After Chinese citizens obtain the test results in accordance with the test requirements described in "1", they should immediately declare their personal information and upload pictures such as test results and vaccination certificates through the WeChat Mini Program of the International Version of the Health Code for Epidemic Prevention.

  After being reviewed and approved by the Chinese Embassy in Israel, a green health code with the "HS" logo can be obtained.

The airline will check the health code at check-in, and those without the health code will not be able to board the plane.

Please take the flight within the validity period of the health code and cooperate with the airline to check.

  (2) Foreign citizens apply for a green health code with the "HDC" logo

  After obtaining the test certificate, foreign citizens should fill in the information, declare their health status, upload the test certificate and vaccination certificate and other materials online through the website: hrhk.cs.mfa.gov.cn/H5/, and apply for a certificate with the "HDC" logo online. Green health code.

  After the approval of the Chinese Embassy in Israel, the green health code with the "HDC" logo will be issued through the website, and foreign passengers will present the electronic or printed version when boarding the plane for the airline to check.

3. How to apply for customs code

  In addition to applying for a health code, within 24 hours before arriving in China, you need to fill in the China Customs Entry-Exit Health Declaration to obtain a customs code.

4. About transiting to China via a third country and third-country personnel transiting to China via Israel

  (1) In the case of direct flights, in principle, the embassy will not accept applications for health codes from persons departing from Israel and transiting to China via a third country.

If the direct flight is blown or interrupted, you can go to China once through a third country.

  (2) Testing requirements

  First, test in Israel in accordance with the requirements of "1", and apply for a health code from the Chinese embassy in Israel; secondly, in the transit place, test again in accordance with the requirements of the Chinese embassy and consulate in the local area, and apply for a health code from the Chinese embassy and consulate in the local area.

  (3) Matters needing attention

  1. Please carefully understand the health code application requirements of the Chinese embassy or consulate in the transit place, the relevant entry regulations of the transit country, and the relevant requirements of the transit place involving nucleic acid and serum IgM antibody testing, so as to avoid staying in a third country.

If the transit airport does not have the ability for rapid testing, please apply for a visa for the transit country in advance so that you can do a second test after entry.

If the Chinese embassy or consulate in the transit place has clearly asked people going to China to avoid transiting through the place, please do not buy air tickets or apply for a health code.

  2. Only one transfer is allowed.

The embassy will not approve the health code or health declaration for passengers who have made two or more transfers since departure.

At present, the transfer/transit service from Hong Kong International Airport to various destinations in mainland China is still suspended. Please do not choose Hong Kong as the transfer destination.

  3. According to relevant regulations, after the resumption of direct flights, the embassy will no longer approve the health codes or health declarations of passengers who transit to China from a third country, but the embassy will actively consider and coordinate the relevant needs caused by objective factors such as time difference.

Please pay close attention to relevant notices of airlines to avoid unnecessary economic losses.

  (4) After verification with the Israeli border inspection department and Israel's Ben Gurion Airport, Israel does not allow transfer.

If the relevant personnel really want to go to China via Israel, they need to obtain entry visas in advance as required, and then arrange their trip to China after entering the country in accordance with relevant regulations such as entry epidemic prevention and quarantine.

5. Persons with a history of previous infection

  Passengers who intend to travel to China who have been diagnosed with new coronary pneumonia, or have not been diagnosed but have positive test results for any of nucleic acid, IgM antibody, and IgG antibody (if reflected in the test certificate) (except for those who have been vaccinated with positive antibodies), must Follow the procedure below:

  1. After recovery, perform lung CT or X-ray examination, and conduct 2 nucleic acid tests (with an interval of more than 24 hours), and submit the results of 1 chest X-ray + 2 nucleic acid (PCR) tests to the embassy and consular consultation email consulate_isr@mfa. gov.cn for review;

  2. After being reviewed and approved by the embassy, ​​the person concerned must undergo 14-day self-isolation and health monitoring before arranging a return trip;

When applying for the health code, please truthfully fill in the confirmed diagnosis, and at the same time, take 1 chest X-ray + 2 nucleic acid tests (PCR) test results are uploaded together with the test results 48 hours before boarding.

6. Other special reminders

  (1) Please read this notice carefully and abide by it.

If the test results do not meet the requirements, and you fail to hold a green health code with the "HS" or "HDC" logo before boarding, it means that you do not meet the flight conditions for the time being, and you need to reschedule or adjust your itinerary.

  (2) Please be sure to do personal protection and self-closed-loop management after completing the test.

In line with the attitude of being responsible for yourself and others, please do not arrange activities such as going out for sightseeing, excursions, dining, meeting friends, etc., to minimize the risk of infection during travel.

  (3) Please pay close attention to the local holiday arrangements in Israel, and confirm the testing time with medical institutions in advance, so as to avoid the failure of timely testing due to the holiday of medical institutions, which will affect your itinerary.
