Adoption of a 'resolution' with substantial force, a 'chairman's statement' that is not legally binding but remains as an official record, and the weakest is 'adoption of a press statement' that conveys the Security Council's position to the media. Even a press release condemning it was not adopted.

In the end, some countries, including South Korea, the United States and Japan, only issued a separate statement condemning North Korea's missile launch after the meeting.
