The measures used at the foundation's HVB home in southern Dalarna entail serious risks for both the mental and physical health of the children, IVO writes in its report.

The majority breaks

When supervising the activities during the years 2018-2020, attention was drawn to shortcomings in the foundation's activities.

IVO commented, among other things, on coercive and restrictive measures and the work with deviation management.

Prosecutions have taken place through demands for measures as well as through advice and guidance.

The owner of the homes has reported several measures to rectify the deficiencies, but despite this, the problems have recurred.

IVO therefore assesses that these are systematic shortcomings where voluntary attempts at corrections have not had the intended effect.

IVO now sees that the foundation will immediately rectify the problems, otherwise a fine of one million kronor awaits.
