  The U.S. Treasury Department reportedly drafted a series of sanctions against Abramovich earlier this month, but ultimately did not announce them after President Biden consulted with Zelensky.

  Since Russia launched a special military operation in Ukraine, the United States and other Western countries have imposed multiple rounds of sanctions on Russia, covering fields such as economy, trade, energy, science and technology, and finance.
