Regarding hydrogen energy safety, Liu Yafang, deputy director of the Science and Technology Department of the National Energy Administration, said that the "Plan" deploys a series of measures from basic principles, technological innovation, to safety supervision, publicity and guidance:
First, adhere to the basic principle of giving priority to safety.
Take safety as the foundation and inherent requirement for the development of the hydrogen energy industry, establish and improve the hydrogen energy safety supervision system and standards, and strengthen the prevention and control of major safety risks for the entire industry chain of hydrogen energy production, storage, transportation, filling and application , to improve the safety management level of the whole process.
The second is to strengthen technological innovation related to hydrogen safety.
Develop advanced technologies for monitoring and testing key influencing factors of hydrogen equipment, and increase the R&D and application of safety technologies for the entire hydrogen energy industry chain.
Promote the coordinated development of key core technologies and safety technologies in the hydrogen energy industry, and strengthen the research and development of advanced technologies such as hydrogen leakage detection and alarm, and inspection and testing of hydrogen energy-related special equipment.
On the premise of safety and controllability, actively promote innovation in technology, materials and processes, and support the exploration and practice of various storage and transportation methods.
The third is to strengthen the safety supervision of the whole chain.
Improve the safety management level of the whole process to ensure the safe and controllable utilization of hydrogen energy.
The fourth is to carry out in-depth publicity and guidance.
Carry out the publicity and implementation of hydrogen energy safety regulations and safety standards, enhance the safety awareness of the main body of enterprises, and build a solid foundation for the safe utilization of hydrogen energy.
Strengthen the publicity of hydrogen energy science, pay attention to the guidance of public opinion, respond to social concerns in a timely manner, and promote the formation of social consensus.
