He added that the accused was contacted by a member of the work team, who agreed with him on the details of the treatment, and the (placebo) patient moved to the agreed-upon place, then the accused began to provide him with medical advice first, and proceeded to prepare for a chiropractic procedure, pointing to That at this moment he gave the agreed signal to the ambush personnel, and the accused and the tools used in chiropractic operations were seized, and the seizures were seized by the Dubai Health Authority.

He added that the accused did not have a license to practice the profession, and that he had previously practiced the profession in his country, and then legal measures were taken against him, and he was referred to the competent judicial authorities.

In addition, lawyer Badr Abdullah Khamis said that Federal Law No. 7 of 1975 dealt with this crime in detail, as it stipulated in the third clause of Article (27) that “Without prejudice to any severer penalty stipulated in the Penal Code or any other law, he shall be punished by imprisonment for a period of time. Not less than one year and not more than three years, and a fine of not less than 1000 dirhams and not more than 10,000 dirhams, or either of these two penalties, any person who is not licensed to practice the profession of human medicine, who uses flyers, billboards, signs or any other means of Publication, if this leads the public to believe that it has the right to practice the profession of human medicine.

He explained that the Court of Cassation approved a rule in a similar case in its ruling issued on January 21, 2019 against two women who practiced a business that falls under the profession of human medicine, although they did not obtain a license to do so from the competent authorities, and the misdemeanor court sentenced them to a fine of 10,000 dirhams. The Public Prosecution appealed the ruling before the Court of Appeal, which amended the initial ruling and added to it the deportation measure against them.

The two defendants appealed before the Court of Cassation, which rejected their appeal, upholding the appealed ruling, and established the rule that it is permissible to prove the crime of practicing the profession of human medicine without a license by all means of proof, noting that the two defendants were aware of their appeal that the papers were free of any evidence of their perpetration of the accusation of objective controversy.
