The Osaka Prefectural Assembly has unanimously passed an ordinance stating that the government will work to support victims and hold workshops for citizens of the prefecture, as the damage caused by the damage on the Internet has become a serious problem.

This ordinance was submitted by the parliament in response to the problem that professional wrestler Hana Kimura, who was appearing on a TV program, died while being hurt on SNS. It was unanimously approved and passed.



The ordinance indicates measures that Osaka Prefecture and others should take in order to eliminate human rights violations caused by damage to the Internet.



Specifically, in addition to building a consultation system to reduce the psychological burden on the victims, we will hold workshops for children and adults to learn Internet literacy.



In addition, the perpetrators will also be identified and may be damaged, so we will work to develop a system that can support them.



This ordinance will come into effect on the 1st of next month.



According to Osaka Prefecture, this is the second prefectural ordinance in Japan to take measures against damage to the Internet, following Gunma Prefecture.

Thoughts of a professional wrestler who has a close relationship with Hana Kimura

One of the creators of this ordinance is Super Delfin, a professional wrestler and a member of the Izumi City Council of Osaka.

Regarding the enactment of the ordinance, he said, "First of all, I think that the administration must move. It should be a deterrent."



In fact, Mr. Delphin had a close friendship with Mr. Hana Kimura, who died, from an early age.



Kyoko Kimura, Hana's mother, participated as a wrestler in a professional wrestling organization that was established in Okinawa about 10 years before Delphin became a member of the Diet.

"Hana was a polite and cheerful girl. If she were alive, I think she would have been number one in women's wrestling. She really regrets," recalls Delphin.



I have come to feel that it is her mission as a member of the Diet to deal with her online damage.

So far, we have been promoting educational activities such as planning special classes at an elementary school in Izumi City, our hometown.

Then, in January, with the introduction of Mr. Delphin, the meeting between Mr. Kyoko, Hana's mother, and Governor Yoshimura of Osaka Prefecture was realized.

With this as a trigger, the ordinance for measures against hibo injuries was made at a rapid pace, and it was passed in just two months.

Mr. Delphin's next goal is to spread these efforts all over the country.



Mr. Delphin said, "It won't change much immediately, but it's okay, so I'd like to move forward little by little and make it bigger."
