China News Agency, United Nations, March 24. The United Nations General Assembly held an emergency special session on the 24th to vote on the draft resolution on the humanitarian situation in Ukraine proposed by France and other relevant countries.

Zhang Jun, Permanent Representative of China to the United Nations, gave a comprehensive exposition of China's proposition at the meeting and abstained from voting on the relevant draft resolution.

Zhang Jun said that the development of the situation in Ukraine to the current level has aroused widespread concern in the international community, which is also what China does not want to see.

The current humanitarian situation in Ukraine is becoming increasingly serious, and the civilian casualties and massive displacement caused by the conflict are deplorable.

The top priority now is to urge the parties to exercise maximum restraint, avoid more civilian casualties, and reach a ceasefire through negotiations as soon as possible, especially to prevent a larger-scale humanitarian crisis.

Zhang Jun emphasized that China attaches great importance to the humanitarian issue in Ukraine and welcomes any initiatives and measures that help ease or resolve the humanitarian crisis in Ukraine.

The fundamental starting point of the Chinese side is to promote the international community and the United Nations to attach great importance to the humanitarian situation in Ukraine, and to call on relevant parties to strengthen coordination on humanitarian issues, effectively protect the safety of civilians, especially vulnerable groups such as women and children, and provide assistance for evacuation and humanitarian relief operations. convenient.

China agrees with the purpose of the draft resolution proposed by France and other relevant countries. At the same time, some content of the draft resolution is obviously beyond the scope of humanitarianism, and some issues are very complicated and require parties to resolve through political negotiations.

Zhang Jun pointed out that the world today is facing many severe challenges, and the spillover effect of the Ukraine crisis has further brought about global impacts.

The world has not yet come out of the shadow of the new crown pneumonia epidemic, and the continuous expansion and implementation of all-round and indiscriminate sanctions have caused and will further have a huge impact on the global economy, trade, finance, energy, food, industrial chain and supply chain, and seriously affect the normal life of people in all countries. Adding to an already difficult world economy.

The developing countries, which account for the majority of the world, are not parties to this conflict. They should not be involved in conflicts and should not be forced to suffer the consequences of geopolitical conflicts and the game of major powers.

Zhang Jun said that in dealing with international and regional hotspot issues, the only two options are the use of force and sanctions.

Faced with complex situations, all countries have the right to independently decide their foreign policies.

Relevant countries should not adopt a simplistic approach of friendship or enemy, black and white, and should not force any country to choose sides.

Respect for the sovereignty, independence and territorial integrity of each country is a basic norm in international relations and applies to all countries and situations. There should be no exceptions in this regard, let alone double standards.

Zhang Jun pointed out that dialogue and negotiation is the only way to deal with the crisis in Ukraine.

China strongly calls on the international community to remain rational, strengthen unity, and make unremitting efforts to achieve a ceasefire and open up peace.

China will continue to play a constructive role in promoting peace talks.

The voting results of the draft resolution proposed by France and other countries at the meeting on the same day were: 140 votes in favor, 5 votes against, 38 abstentions, and the votes in favor exceeded two-thirds of the valid votes.

The main contents of the resolution include promoting the establishment of humanitarian corridors and asking Russia to stop military operations and withdraw its troops.
