Mr. Macron admits that full employment in the Overseas Territories "is not achievable within five years", but he indicates that he wants to "go faster in training, develop local economic sectors", because these are territories who still import too much their energy, their food.

The strategy for these territories is therefore, according to Mr. Macron, "the one that responds to the drop in unemployment, to the high cost of living because it is very much linked to the fact that we import far too many things, in particular foodstuffs" .

To achieve emancipation, it is necessary, according to him, to "produce more" locally, to "pivot" and "diversify production" on "agricultural land still too marked towards historical productions", such as sugar cane or bananas in the West Indies. .

"Food autonomy is achievable", assures the outgoing president, in particular in Martinique, and this requires "putting more competition.
