It is a start at the worst time: Cuba is indeed currently shaken by a new economic crisis, the worst since the 1990s, due to the fall in tourism linked to the pandemic and the strengthening of the American embargo.

In this context, Oxfam announced on Tuesday its departure from the island due to financial problems aggravated by Covid-19 which led the NGO to decide to close several offices around the world.

“This decision was taken due to a process of institutional transformation, an internal reorganization of the confederation (…) accelerated by the pandemic and its impact on Oxfam's finances, in particular the difficulties in raising funds in d 'other countries,' explained the NGO's representative in Cuba, Elena Gentili.

A reduced global presence

Oxfam arrived in Cuba in 1993 when the country was going through a deep economic crisis following the fall of the Soviet Union, its main ally and economic support.

The NGO has notably implemented agricultural development and natural disaster management projects for an average annual budget of 1 to 1.5 million dollars.

In May 2020, Oxfam, which is a confederation of around twenty organizations fighting against poverty and inequality, announced the planned closure of 18 offices, including those in Afghanistan, Haiti, Cuba and Egypt, so as not to keep ultimately a presence in 48 countries.

She then announced the upcoming abolition of 1,450 positions out of a workforce of 5,000 people.
