President Xi Jinping made a video call with U.S. President Biden on the evening of the 18th.

The two heads of state had a candid and in-depth exchange of views on issues of common concern such as Sino-US relations and the situation in Ukraine.

Biden said that 50 years ago, the United States and China made important choices and issued the "Shanghai Communiqué".

Today, 50 years later, U.S.-China relations are once again at a critical moment. How the U.S.-China relationship develops will shape the world pattern in the 21st century.

I would like to reiterate: The United States does not seek to fight a "new Cold War" with China, does not seek to change China's system, does not seek to oppose China by strengthening alliances, does not support "Taiwan independence", and has no intention of conflict with China.

The U.S. side is willing to have candid dialogue with the Chinese side, strengthen cooperation, adhere to the one-China policy, effectively manage competition and differences, and promote the stable development of U.S.-China relations.

I am willing to maintain close communication with President Xi Jinping to steer the US-China relationship.

Xi Jinping pointed out that since our first "cloud meeting" last November, the international situation has undergone new and major changes.

The theme of the era of peace and development is facing severe challenges, and the world is neither peaceful nor peaceful.

As a permanent member of the UN Security Council and the world's two largest economies, we must not only lead the development of China-US relations on the right track, but also shoulder our due international responsibilities and make efforts for world peace and tranquility.

Xi Jinping emphasized that Mr. President and I both agree that China and the United States should respect each other, coexist peacefully and avoid confrontation, and agree that the two sides should strengthen communication and dialogue at all levels and in various fields.

Just now, Mr. President reiterated that the United States does not seek to fight a "new Cold War", does not seek to change China's system, does not seek to oppose China by strengthening alliance relations, does not support "Taiwan independence", and has no intention of conflict with China.

I take your remarks very seriously.

Xi Jinping pointed out that, at present, China-US relations have not yet emerged from the dilemma created by the previous US administration, but instead encountered more and more challenges.

In particular, some people in the United States send wrong signals to the "Taiwan independence" forces, which is very dangerous.

If the Taiwan issue is not handled properly, it will have a subversive impact on the relationship between the two countries.

Hope the US side will pay enough attention.

The current situation in China-US relations is directly due to the fact that some people in the US did not implement the important consensus reached by the two of us, nor did they implement Mr. President's positive remarks.

The US has misread and misjudged China's strategic intentions.

Xi Jinping emphasized that China and the United States have differences in the past and present, and there will be differences in the future.

The key is to manage differences.

A stable and developing Sino-US relationship is beneficial to both sides.

The two sides exchanged views on the current situation in Ukraine.

Biden introduced the position of the US side and expressed his willingness to communicate with the Chinese side to prevent the situation from escalating.

Xi Jinping pointed out that the situation in Ukraine has developed to such a point that China does not want to see it.

China has always advocated peace and opposed war, which is a Chinese historical and cultural tradition.

We have always proceeded from the right and wrong of the matter itself, made independent judgments, advocated the maintenance of international law and the universally recognized basic norms of international relations, adhered to the UN Charter, and advocated a common, comprehensive, cooperative and sustainable security concept.

These broad principles are the foothold for China to handle the Ukrainian crisis.

China has put forward a six-point initiative on the humanitarian situation in Ukraine, and is willing to provide further humanitarian assistance to Ukraine and other affected countries.

All parties should jointly support Russia-Ukraine dialogue and negotiation, and negotiate results and peace.

The United States and NATO should also conduct dialogue with Russia to solve the crux of the Ukraine crisis and resolve the security concerns of both Russia and Ukraine.

Xi Jinping emphasized that at present, all countries in the world are already very difficult, not only to deal with the new crown pneumonia epidemic, but also to protect the economy and people's livelihood.

As leaders of major countries, we need to consider properly resolving global hotspot issues, and more importantly, global stability and the production and life of billions of people.

Implementing all-round and indiscriminate sanctions, it is the common people who suffer.

If it is further upgraded, it will also trigger serious crises in global economy, trade, finance, energy, food, industrial chain and supply chain, which will make the already difficult world economy even worse and cause irreparable losses.

The more complicated the situation, the more need to remain calm and rational.

We must show political courage under any circumstances, create space for peace and leave room for political settlement.

There are two old sayings in China, one is "a slap won't ring" and the other is "the bell must be tied to the bell".

The key is for the parties concerned to demonstrate political will, focus on the present, face the future, and find a proper solution. Other parties can and should create conditions for this.

The top priority now is to continue dialogue and negotiation, avoid civilian casualties, prevent humanitarian crises, and stop the fighting at an early date.

The long-term solution lies in mutual respect among major powers, abandoning the Cold War mentality, not engaging in camp confrontation, and gradually building a balanced, effective and sustainable global and regional security architecture.

China has been doing its best for peace and will continue to play a constructive role.

The two heads of state believed that the video call was constructive, and instructed the working teams of the two countries to follow up in a timely manner, take practical actions, and strive to return China-US relations to the track of stable development and make their own efforts to properly resolve the Ukraine crisis.

Ding Xuexiang, Liu He, Wang Yi and others participated in the above activities.
