China News Agency, United Nations, March 17. The UN Security Council deliberated on the Ukrainian refugee issue on the 17th.

Zhang Jun, China's permanent representative to the United Nations, said that it is imperative to call on all parties to exercise maximum restraint, ensure the safety and basic humanitarian needs of all civilians, including women and children, and prevent a larger-scale humanitarian crisis.

United Nations Under-Secretary-General for Political and Peacebuilding Affairs DiCarlo, Assistant High Commissioner to the Office of the United Nations High Commissioner for Refugees Raouf Mazou and WHO Director-General Tedros Adhanom Ghebreyesus briefed the Security Council on the recent Ukraine Civilian casualties, refugee situations, and damage to sanitation facilities.

Zhang Jun said that China is deeply concerned about the deteriorating humanitarian situation in Ukraine and deplores reports of civilian casualties and an increase in the number of refugees.

China supports relevant parties in maintaining communication, ensuring the safe and smooth flow of humanitarian corridors, and continuing to facilitate the evacuation of personnel and humanitarian assistance.

Zhang Jun said that the number of refugees and displaced persons caused by the current conflict is still increasing, causing a huge impact on Ukraine and neighboring countries.

China supports the United Nations Office for the Coordination of Humanitarian Affairs, the United Nations High Commissioner for Refugees, the World Health Organization and other agencies in actively carrying out actions to mobilize the international community to provide relief to all those in need.

Some time ago, some people of African and Middle Eastern descent encountered difficulties during the evacuation process, which should be paid attention to and properly resolved.

All refugees, regardless of colour, race or religion, should be accorded the necessary protection under international refugee law.

Zhang Jun emphasized that China attaches great importance to the humanitarian situation in Ukraine and put forward a six-point proposal.

The Red Cross Society of China has provided three batches of humanitarian aid to Ukraine.

Among them, the third batch of supplies includes milk powder and quilts for children, focusing on helping the Ukrainian Red Cross to help displaced children affected by the conflict.

We welcome any initiatives and initiatives put forward by the parties to help alleviate and resolve the humanitarian crisis in Ukraine.

The Security Council shoulders the primary responsibility for maintaining international peace and security and should play an active role in easing the humanitarian situation in Ukraine.

China expects the Security Council to maintain unity on humanitarian issues and demonstrate a constructive attitude.

Zhang Jun pointed out that the international community generally hopes to realize a ceasefire as soon as possible, ease the situation on the ground, and avoid civilian casualties, which is also China's expectation.

At present, Russia and Ukraine have held four rounds of negotiations. If the negotiations can be maintained, there is hope for a ceasefire and a peaceful future.

China will continue to promote peace talks. We support the vigorous mediation efforts of the United Nations and all parties, and hope that all parties can do more things that are conducive to promoting peace talks rather than adding fuel to the fire.

Practice has proved that relying solely on sanctions will not solve problems and will create new ones.

Amid the sluggish global economic recovery, unrestricted sanctions are undermining the stability of international industrial and supply chains, exacerbating food and energy crises, hurting people's livelihoods in all countries, especially developing countries, and triggering new humanitarian consequences. issues that should be addressed.
