He refuses so far to participate in debates against the other candidates before the first round of the presidential election, on April 10, but Emmanuel Macron has, for nearly two hours [not counting the hours devoted to questions from journalists], this Thursday, rolled out its program.

In Aubervilliers (Seine-Saint-Denis), from 15 hours and 24 days before the first round, the candidate for his succession unfolded the main axes of his campaign in front of an audience of 250 accredited journalists, with extensive reference to the war in Ukraine and the "return of tragedy in Europe".

Here is what to remember from a program whose cost Emmanuel Macron has estimated at 50 billion euros.

A "refoundation of the pact" army-nation

Emmanuel Macron pleaded for a "refoundation of the pact" between "the army and the nation", to learn the lesson of the Ukrainian crisis, with the doubling of the number of reservists.

Emmanuel Macron also wanted to "intensify" investments "to be able to face a high-intensity war, which can return to our continent".

For this, he assured that in the event of re-election, he would ask the Chief of Staff of the Armed Forces to reassess “all the needs” necessary, in the light of the Russian invasion in Ukraine.

He notably mentioned "the generalization of universal national service" as well as "the increase in reservists who will be doubled".

He wished "to be able to put in place a civil mobilization plan to strengthen our resilience", which according to him "will go through a strengthening of the nation's strategic stocks, through a census of the skills of French volunteers to be mobilized in the event of a crisis. serious, but also of the capacities of key companies".

A reform of the RSA with "15 to 20 hours of activity" weekly

He proposed a reform of the active solidarity income (RSA) with “a better balance of rights and duties” and “the obligation to devote 15 to 20 hours per week” to an activity facilitating professional integration.

“The beneficiaries of the RSA were in a way the victims of our bad collective organization and our nation organized itself first by dividing up the skills,” lamented the outgoing president.

“So, everyone needs a subsistence income, but we need to be able to better support each and everyone, recognize their dignity, and ask them to share in their duty for all those who can,” he continued. .

The RSA guarantees people without resources a minimum level of income which varies according to the composition of the household.

The RSA is open, under certain conditions, to people aged at least 25, as well as to young workers aged 18 to 24 if they are single parents or have a certain period of professional activity.

"I did not want to do the RSA for 18-25 year olds because I consider that it is in a way to satisfy us with the idea that we would treat poverty or precariousness only through monetary benefits", The Head of State also justified himself, defending the idea of ​​“asking for a share of the effort for all those who can”.

Payment of social assistance “at source”

The candidate president has undertaken, if he is re-elected, to have social aid paid “at source”, automatically, which according to him would benefit the “20 million French people” who receive the RSA, the bonus. activity, housing aid or family allowances.

Taking up this promise of 2017, he said he wanted to "simplify" these aids so that all French people who are entitled to them can receive them, but also to fight against fraud.

Increase retirement to 65

Emmanuel Macron has proposed to gradually increase the legal retirement age to 65, as announced earlier this week.

The candidate proposes to take into account long careers and disability issues as well as the difficulty of the tasks.

The combined employment-retirement system will be simplified and the minimum pension will be increased to 1,100 euros net.

Note that to support dependents, Emmanuel Macron wishes to increase the working time of carers in nursing homes by two hours and “recruit 50,000 nurses and caregivers”.

A large consultation for the school

This will be one of the major projects of his five-year term if he is re-elected, he said.

Emmanuel Macron wants to set up a "new method" for the school.

New method which will go through a general overhaul of the system, through “a broad consultation to discuss the best way to achieve the objectives (…) by bringing all the stakeholders around the table”.

At the end of the day, his wish is to continue increasing the salaries of teachers, but by defining new missions for them.

The candidate intends to guarantee the replacement of absent teachers and also wants to give more freedom to establishments.

Improved health prevention

Another axis presented as major, health, itself at the forefront over the past two years during the Covid-19 pandemic.

"We must succeed in going much further, faster and stronger", announces the candidate president.

According to him, this would involve strengthening prevention, “simplifying the hospital and its governance”, and improving “access to emergency care”.

A "citizen's agreement" on the end of life

Emmanuel Macron, candidate for his re-election, estimated Thursday that a "citizen's convention" would be suitable to settle the debate on the end of life in the context of a possible second term, during a press conference presenting his program.

"On this subject, I hope that we can move forward in a peaceful way, which is why I think it is a good subject for a Citizens' Convention", argued the outgoing president, adding that "on the basis of the conclusions » of such a Convention, he would submit « to the national representation or to the people the choice to go to the end of the path which will be recommended », that is to say by referendum.

Emmanuel Macron has estimated the cost of his program at 50 billion euros per year, to which will be added 15 billion per year in tax cuts, half benefiting households, half businesses.
