The Swedish Migration Agency is in an "extraordinary situation".

The queues are long at the authority's reception center and union representatives describe the situation as chaotic.

Nevertheless, it took until March 8, 12 days after Russia's invasion, before the Swedish Migration Board went into a state of emergency.

During the first five days of the war, it appears that the authority did not observe any impact on operations, but that they flagged for a worse situation in the future.

In a few days, the assessment changed drastically - from "some impact" to "extraordinary situation".

The Swedish Migration Agency's press department writes in a comment that in the beginning not so many applicants came to Sweden, and that it was difficult to see the situation.

"There are large groups of Ukrainian diaspora in countries such as Germany, Poland, Spain and Italy and it seemed most likely that it was to these countries that most Ukrainians would come.

The situation then changed very quickly and we adapted accordingly.

Large dark number

The reports also show how the influx of Ukrainian refugees is increasing daily.

As of Wednesday, 12,587 Ukrainian citizens had applied for protection, and on Monday and Tuesday the figure was around 1,700 per day - the highest quotations to date.

The number who actually arrive at Swedish ports and airports is also judged to be significantly more than that.

4,000 a day, was the Swedish Migration Board's calculation last week.

The most common escape route is from Gdansk and Gdynia to Nynäshamn and Karlskrona, but also to the ports of Trelleborg and Ystad, via flights and over the Öresund Bridge.

"Great interest"

Three quarters of Ukrainian citizens who registered on Tuesday had arranged accommodation on their own.

Nevertheless, the Swedish Migration Agency calculates a "high burden" on new housing.

Since March 1, the Swedish Migration Agency has acquired just over 4,700 places, of which just over 1,300 are emergency so-called evacuation places, concentrated in the Malmö and Gothenburg areas.

Procurements are in progress, but so far only one contract has been signed.

At the same time, expressions of interest are constantly received from new players.

According to documents that SVT has read, the agency has been contacted by companies that offer housing in Skåne, Västernorrland and Stockholm, among other places.

- We handle the tenders as soon as we can, but all facilities must undergo a physical inspection.

This means that we can not receive a tender one day, to sign a contract the next day.

The interest is great - which is hopeful, says Charlotte Lilliestierna Ehrén, procurement law expert at the Swedish Migration Board.
