The "Plan" aims at the problems existing in water supply facilities and water management in some colleges and universities in the Yellow River Basin, deploys and promotes water conservation work in colleges and universities in the Yellow River Basin, improves the efficiency of school water use, trains teachers and students to establish the concept of water conservation, and leads the drive to drive water use in colleges and universities across the country and in key areas. households save water, and continuously improve the ability to save and intensively utilize water resources.

The "Plan" clarifies seven key tasks, including carrying out statistical verification of water consumption, formulating special implementation plans, standardizing planned water use management, strengthening the construction of water-saving facilities, promoting the construction of water-saving universities, supporting the research and development of water-saving technologies, and strengthening water-saving supervision and assessment.
It is emphasized that colleges and universities in the Yellow River Basin should, according to the characteristics of water resources in the basin, give full play to the advantages of scientific research and talents in colleges and universities, strengthen the research and development and promotion of water-saving technologies and equipment, and promote the formation of a technological innovation system that combines production, education, research and application.
