China News Agency, United Nations, March 14. The United Nations Security Council held an open meeting on the 14th to hear a briefing on the work of the Organization for Security and Cooperation in Europe.

Zhang Jun, Permanent Representative of China to the United Nations, stressed at the meeting that the world needs dialogue and cooperation, and does not need a "new Cold War", and elaborated on China's position and proposition on the current situation in Ukraine.

Zhang Jun pointed out that the international situation is undergoing profound changes and is full of instability and uncertainty. The outbreak of the Ukraine crisis further prompts us to think about how to maintain the peace and stability of the international system and pay more attention to the real way out for universal security and common development.

The general direction of dialogue and cooperation should be adhered to.

The world has entered a new era, and the path of dialogue and cooperation should be wider, not narrower.

Differences in national interests, social systems and ideologies between countries should not be an obstacle to dialogue, much less a reason for confrontation.

The world is indivisible, and security is indivisible.

The principle of the indivisibility of security, which was first established by the OSCE, is of special significance under the current situation, and should not only be upheld, but also put into practice.

Zhang Jun pointed out that the Cold War has long since ended, and the Cold War mentality based on group confrontation should be completely abandoned.

Sticking to the logic of hegemony and provoking confrontation between camps can only bring disaster to the world in the end, exacerbating turmoil and division.

This is true in Europe as well as in other regions.

The world does not need a "new cold war", and the world can fully accommodate the common growth and progress of all countries.

All countries should strengthen solidarity and cooperation under the banner of multilateralism, and work together to build a community with a shared future for mankind.

Zhang Jun emphasized that China's position on the Ukraine issue is consistent and clear.

President Xi Jinping pointed out in a video conference with the leaders of France and Germany a few days ago that the sovereignty and territorial integrity of all countries should be respected, the purposes and principles of the UN Charter should be abided by, the legitimate security concerns of all countries should be taken seriously, and everything is conducive to the peaceful resolution of crises. efforts should be supported.

These "four shoulds" are China's most authoritative position on the Ukraine issue.

China will uphold the above position, strengthen communication and coordination with all parties, and continue to play a constructive role in promoting peace and talks.

Zhang Jun said that realizing a ceasefire and ending the war as soon as possible is the universal aspiration of the international community, and dialogue and negotiation are the only feasible and realistic means.

The international community should maintain a positive momentum, continue to encourage and support Russia-Ukraine negotiations, and create the necessary environment and conditions for this.

China calls for maximum restraint, effectively safeguarding the safety and basic needs of civilians, ensuring the safety and smoothness of humanitarian corridors, and preventing a larger-scale humanitarian crisis.

Blindly relying on sanctions will not only not solve the problem, but will also create new problems.

The international community should step up diplomatic efforts to promote the de-escalation of tensions and bring the Ukraine issue back to the track of political settlement as soon as possible.
