The Andalusian Women's Institute (IAM) awarded the bulk of its subsidies by hand and in breach of the most basic premises established by current regulations.

The Chamber of Accounts of Andalusia has found numerous irregularities in the management of this body in the times in which the Junta de Andalucía was governed by the Andalusian PSOE.

Specifically, it has examined the granting of aid during the year 2018, when Susana Díaz was the president of the Board and has detected that these subsidies were granted in breach of the principles of

competition, equality and non-discrimination

.

At least, says the report of the Chamber of Accounts, it has not been proven that he did so.

These are the subsidies through which the care programs for

victims of gender violence

are financed , on an annual basis, and which were processed, reproaches the supervisory body, through exceptional subsidies when it was not justified.

But it is that, in addition, adds the report, they were granted "repeatedly" to a few beneficiaries and "through direct concession", that is,

without competition

of any kind.

What is worse, he adds, is that it has not been proven that the principles of effectiveness and efficiency were met in the planned objectives.

In short, it was not more effective or efficient when it came to achieving the goals of care for victims of gender-based violence to grant subsidies in this way.

In fact, the Andalusian Chamber of Accounts says in its

inspection report

that it would have been better for the IAM to directly contract the corresponding therapists to attend to these victims.

Thus, the auditors argue, they would only have had to pay their salaries and not the expenses derived from administration and management.

The audit shows how the IAM distributed the aid to the entities that opted for them proportionally to the score obtained, something that did not meet the criteria established in its own

regulatory bases

and that caused the beneficiary associations not to obtain, by system, the total amount of the programs, whose budgets were forced to reformulate.

Changes in 2020

At this point, the Andalusian Chamber of Accounts comes to endorse the action of the Ministry of Equality and Social Policies of the current Andalusian executive, which in 2020 announced a change in the rules of subsidies for gender violence and equality projects.

It did so after the

obstacles of the Intervention

of the Board to the distribution system established by the previous government of the PSOE left 241 associations without these aids.

That regulation, established in 2016, prevented, as the Chamber of Accounts now points out,

apportionment

(a more or less balanced distribution among all requests), but it was done.

The supervisory body has found other irregularities in the management of the IAM, such as non-compliance with the maximum subcontracting limit or, in terms of personnel, the fact that an equality plan

was not drawn up and in force

.
