The

wants to create "a reserve of strategic goods", which may be both public and private, to deal with the economic consequences of the invasion of Ukraine by Russia.

, the creation of a reserve of assets considered strategic will be promoted to preserve the rights and freedoms, the well-being of citizens, the supply of essential services and resources of primary necessity and of a strategic nature".

This is an extreme that is already contemplated in the draft reform of the National Security Law and that was established in the National Security Strategy approved by royal decree on December 28, 2021. In said document, which sets the medium-term guidelines , it was ordered "to identify the essential industrial resources of the different Public Administrations and the private sector", as well as to "guarantee the supply of those goods and services that are considered essential and of a strategic nature" and "safeguard the industrial base that supplies essential and strategic resources, such as electronic components, strategic materials, high-tech machinery, aeronautics, semiconductors, essential chemicals, advanced agricultural equipment,communication technology or health equipment, among others".

The draft prepared by the

also stipulates that, in order to "increase the strategic autonomy" of Spain, "all Administrations will work in coordination to reinforce and accelerate investments in critical technologies such as semiconductors, storage, essential minerals, batteries, 5G , Artificial Intelligence, data centers and active ingredients of essential medicines".

Along these lines, the document advocates more protection against possible Russian cyberattacks.

That is why the Government asks the communities to "strengthen cooperation between all Administrations to improve the functioning of technological services and guarantee the quality of the response to cyberattacks that public bodies, companies and citizens could receive".

To shield Spain against Russian interference, the Ministry of Territorial Policy believes that it is essential "to establish a fluid and automatic exchange of information between the General State Administration and the regional administrations on cyber incidents and cyber threats that allows defensive measures to be adjusted to attacks received".

Moderate gas consumption

Other measures that the Government's draft puts on the table are more prosaic, even related to the day-to-day life of citizens in an economic and political context hit by the invasion of Ukraine.

, Josep Borrell, Pedro Sánchez believes that the consumption of natural gas, Russia's great economic source, should be moderated.

The document obliges all Autonomous Regions to sign a commitment to "accelerate the energy transition in our country and to make all citizens and productive sectors aware of the importance of saving energy, through measures such as encouraging more rational use of private vehicles or moderation in the use of energy dedicated to air conditioning".

The Executive also urges the regional leaders to "intensify the plans and measures aimed at the rehabilitation and reduction of energy consumption in buildings and public infrastructures".

In particular, the central Executive "will speed up the deployment of renewable energy and increase the resources allocated to this purpose", and "Public Administrations also commit to speed up the management of European funds linked to the

, in particular as regards which refers to aid for self-consumption, energy rehabilitation and electric mobility".
