Direct War Ukraine - Russia, breaking news
Aid The Government will regularize Ukrainians in an irregular situation in Spain
The invasion of Ukraine has generated a feeling of solidarity that has united the autonomous communities.
Unlike what happened on other occasions with the arrival of unaccompanied foreign minors from
Morocco
and
Algeria
, this time all the regional governments have offered to welcome the Ukrainians within their territories.
Even the
Canary Islands
, which suffer from intense migratory pressure, are willing to do everything possible to lend a hand.
To begin with, the Government has 12,000 places and 5,000 hospital beds to deal with the largest human movement since the Second World War, although tens of thousands of people are expected to arrive in our country, considering that the UN already counts two million refugees and that the Ukrainian diaspora in
Spain
(111,413 inhabitants) is the third largest in
Europe
.
It is estimated that two thousand Ukrainians have already arrived in Spain fleeing the war and most of them are currently being housed by their relatives.
The
Ministry of Inclusion
is also enabling centers in
Pozuelo (Madrid), Barcelona
and the
City of Light in Alicante
to manage the receptions.
Priority will be given to children, people with disabilities and unaccompanied minors.
And interviews will be held to locate people as best as possible.
They will try to group the members of a family in the same house so that they are all together and will take them to cities where they already have acquaintances to facilitate integration.
They will also take into account their professional profiles to domicile them where the most suitable jobs are.
The plan is for Ukrainians to arrive, for example, in Pozuelo and ask for the rights granted to them
by the Protection Directive
that the
Council of Interior Ministers
of the EU activated last Thursday.
They will immediately have a residence and work permit for one year (which can be extended for another year), as well as accommodation, medical assistance, education, social assistance and financial support.
Next, and if they do not have relatives who can take them in, they will meet with the technicians of the reception system who will look for a place for them in the centers of the Ministry, in those of 19 NGOs or in those of the CCAA.
directive Europe
Sources from the Ministry of Inclusion highlighted yesterday "the committed spirit of all the autonomous communities, which have been willing to help and contribute."
In a discreet way, once the lesson of the Aquarius has been learned, the Government looks for the most guaranteed ways.
The Council of Ministers yesterday approved an agreement to give papers to the thousands of Ukrainians who are in an irregular situation in Spain.
Nationals of third countries with effective residence in Ukraine at the time of the invasion, on February 24, will also have a residence and work permit.
None of these groups was contemplated within the European directive -limited only to Ukrainians and citizens of third countries with long-term residence (five years) in Ukraine- because "very general terms were agreed to satisfy all countries », explain sources from the
Ministry of the Interior
.
Now Spain has developed them "to the maximum that are allowed" and has expanded the scope of application.
The Government is also working on a computer tool to carry out permit management "simply and quickly", according to Interior.
The directive was approved in 2001, after the
Balkan
war , but had never been applied, not even in
Syria
, due to the reluctance of some countries.
One of its objectives is to prevent the asylum system from collapsing, which accumulates delays in the files.
Without the directive, the asylum seeker only acquires the rights when he is granted refugee status, while protection will now automatically be given to him without analyzing his individual circumstances one by one, which will speed up the process.
He can also request asylum, but from the first moment he will enjoy the rights.
