• Energy crisis Madrid is preparing for the big blackout: "We don't want to alarm, but the possibility exists"

  • Plan Madrid's recommendation before the big blackout: stock up on candles, batteries and non-perishable food

Three months have passed since the Community of Madrid announced that it was drawing up a plan with measures against a possible large-scale blackout that would cause a shortage in the supply of

electricity, fuel or basic necessities.

At that time, the regional government of Isabel Díaz Ayuso urged that of Pedro Sánchez to do the same at the national level and there is still no response.

"To speak today of

energy shortages

is not to speak of a mere hypothesis," warns the Minister of the Presidency, Enrique López.

"Perhaps a few months ago we considered it with a very low probability, but today things are happening at an international level, such as the War in Ukraine, which has to make us consider this much more seriously," he stresses.

For this reason, from Puerta del Sol they once again urge La Moncloa to exercise its powers "as soon as possible" in this matter within the framework of the

National Security Law

.

Although precautions are already being taken at the regional level in the event of a possible large blackout, they insist that they "necessarily" must be coordinated with those of the central Executive.

“The Government has to

take very good note of what is happening

.

And I give an example: in the Community of Madrid we have a civil protection plan against radiological risks.

Neither have they occurred nor do I hope they will ever occur, but that plan exists, ”argues López.

As explained by the Minister of the Presidency, "today there are many houses in which there is neither an analog telephone nor an analog radio and, faced with a problem of this nature, they would have great difficulty receiving messages from the authorities."

To which he adds:

"All this does not have to alarm us,

but on the contrary, it has to require what is called anticipation, planning and the elaboration of this plan."

Secure cash

In the context of this preventive attitude, the also

number two

of the Ayuso Executive met this Tuesday with the Denaria Platform, an entity that defends the freedom of choice of consumer payment methods.

His request is that, in the event of a possible episode of shortages, citizens' access to bills and coins within the

catalog of essential resources

be guaranteed because it is a "strategic reserve".

“What we are seeing right now on television in Ukraine and in Russia is terrible, but at the same time it also reflects to what extent in these extreme circumstances it is necessary for people to have access to cash to

cover basic needs”

, points out the president of said association, Javier Ruipérez.

"The first thing to do is respect and promote its use to prevent precisely some of these circumstances, not only those that have some kind of political or social origin, but also those that may have some kind of climatic origin, such as the Filomena de this world," he adds.

First steps

The Community of Madrid has already begun to adopt the first preventive measures, such as the identification of

critical infrastructure

- hospitals, social health centers, public transport, police stations, fire stations and their suppliers - on which efforts should be focused for guaranteeing electricity, gas and water, as well as the arrival of basic products.

A "collaboration with companies providing essential services in the field of energy" and "the assurance of the materials necessary for subsistence" have also been initiated.

In the chapter on advice to citizens, in addition to acquiring analog radios, it is recommended to stock up on electric generators,

batteries, candles and basic foods

that do not require cold storage.

For this collection of materials and supplies, no specific forecast has been set, but it is noted that in European nations where similar measures have already been established, it is recommended that the supplies last at least 15 days.

In the event that the risk of collapse materializes, the

Territorial Civil Protection Plan

of the Community of Madrid (Platercam) would be activated, as has been done previously in emergency situations such as the Covid-19 pandemic and snowfall Filomena.

At the head would be the Deputy Minister of the Interior and director of the Madrid 112 Security and Emergency Agency and the Director of Operations would be the Chief of the Fire Department.

"Madrid has once again gotten ahead of the Government of Spain," says López.

"We attend to our powers and, in that sense, we are developing this plan, but this plan has to be

embedded in a national plan

that is precisely the responsibility of the Government of Spain because that is what the National Security Law determines," he concludes.
