The investigation shows, among other things, that seriously convicted criminals have been employed and allowed to work with children on the leisure centers.

Other people with links to criminal activities have also been allowed to stay in the business.

"Drugs have been found, serious acts of violence have occurred and people wearing bulletproof vests have been allowed to stay in the business," according to the investigation, which lists several points with serious incidents.
