On the thirteenth day of the war, the Russians announced local ceasefires from 10:00 a.m. (9:00 a.m. Paris time) for the evacuation of civilians from Kiev, as well as the cities of Sumy, Kharkiv, Chernigiv and Mariupol.

But on Monday night, Ukrainian President Volodymyr Zelensky accused Moscow of frustrating previous attempts to set up humanitarian corridors.

The UN, for its part, has called for secure access for humanitarian aid in the combat zones.
