The "Guidelines for Quality Management of Drug Online Retail Distribution (Draft for Comment)" formulated by the Beijing Municipal Drug Administration is now open to the public for comments.

  Whether it is an enterprise engaged in online drug retailing or an enterprise providing online drug retailing and distribution services, each has its own responsibilities.

  The draft for comments proposes that online drug retail enterprises that carry out drug distribution business should directly distribute drugs to consumers, and should not transfer or transfer drugs during the drug distribution process.

For enterprises that provide online drug retail distribution services, if temporary storage is required during the drug distribution process, the storage site shall have warehousing facilities suitable for the scale of drug distribution and meet the corresponding warehousing conditions.

The draft for comments specifically mentioned that drugs and non-drugs should not be assembled and delivered.

  "Delivery medicine to the door" should be carried out with a medicine delivery vehicle or a medicine delivery box.

Among them, the box body of the medicine distribution box should be made of thermal insulation materials with low water absorption, low air permeability, low thermal conductivity and good temperature insulation.

The distribution box should be equipped with automatic temperature and humidity monitoring equipment, which can collect, display, record, and transmit the temperature and humidity data during the distribution process in real time, and has an alarm function.

  In order to prevent medicines from being replaced during the distribution process, the draft for comments proposes to use a one-time sealing note, or "seal", on the packaging of medicines.

After the seal is opened, it should not be restored to its original state and cannot be reused. The delivery and delivery documents can be used as seals.

Enterprises engaged in online drug retailing shall package and distribute sales vouchers together with the drugs they sell to avoid personal information leakage.

  The consultation draft proposes that enterprises engaged in online drug retailing should select and review the orders. Once the original packaging of the drug is found to be damaged, contaminated, poorly sealed, inaccurate, or damaged in the seal, or there are abnormal noises in the packaging. Or liquid leakage; the label has fallen off, the handwriting is blurred or the content of the label does not match the actual product; the medicine has exceeded the expiration date, etc., it shall not be packaged and shipped.

  When delivering the medicines to be delivered, the delivery personnel shall check the integrity and validity of the seal and refuse to deliver the seal if the seal is incomplete or damaged.

  When consumers receive medicines, they should check the seals of the delivered medicines on the spot. If the seals are incomplete or damaged, they should also refuse to accept them.

  Drugs returned due to rejection shall be stored in special places with obvious signs and shall not be resold.
