In 2022, the Central No. 1 document proposes to implement the hard measures to protect cultivated land with "long teeth".

The party and the government are responsible for arable land protection, and the red line of 1.8 billion mu of arable land is strictly adhered to.

The issue of black land protection has also become one of the topics of concern during the National People's Congress.

Leng Youbin, deputy to the National People's Congress and chairman of Heilongjiang Feihe Dairy Co., Ltd., said in an interview with a reporter from China News Agency that the black land in Northeast China is an important commodity grain base in China, and is the "stabilizer" and "ballast stone" for grain production. Incorporate "fertile arable land" into the rural revitalization index system, increase the attention of the whole society to the protection of arable land, prevent the occurrence of "hot upper and lower cold" situations, and provide long-term guarantee for China's food security.

"I am more concerned about the ecological environment and the management of land when making infant milk powder. I hope that the state will support the protection of this rare black land in Heilongjiang." Leng Youbin, born in 1969, is a native of Heilongjiang. He has been in Heilongjiang for 4 consecutive years. Submit a motion calling for the protection of black soil and the ecological environment at the National Two Sessions.

Leng Youbin's investigation found that in recent years, black land has been destroyed in some areas, and the protection of black land is "hot on the top and cold on the bottom", the land efficiency is low, farming is not profitable, and farmers have insufficient motivation to actively participate in the protection and utilization of black land.

At the same time, the protection of black soil is a systematic project with large investment, great difficulty and slow effect.

With the continuous advancement of industrialization and urbanization, the new generation of farmers have more employment options, their willingness to farm is not strong, and their feelings for land are also weakening.

"About two-thirds of China's arable land is cultivated by farmers' households, and fully mobilizing the enthusiasm of farmers is the key to effective arable land protection." Leng Youbin suggested that leading enterprises should be the core to create a whole industry chain model and increase the added value of agricultural products. , allowing farmers to fully enjoy the fruits of the integrated development of primary, secondary and tertiary industries.

At the same time, the project of "Black Land Marking Agricultural Products" will be implemented to create a number of well-known brands facing domestic and foreign markets and enhance the economic value of black land.

Accelerate the construction of the quality standard system for the entire industrial chain of black soil, make full use of third-party service agencies, and actively promote the application of comprehensive black soil management technology to farmers.

Leng Youbin also suggested that "fertile arable land" should be included in the rural revitalization index system.

Encourage local governments to continue to increase investment in encouraging and supportive policies such as farmland fallow rotation, application of new technology models, and strengthening of ecological compensation and restoration.

The black soil in Northeast China is one of the only remaining "three major black soil regions" in the world. Heilongjiang Province is located in the core area of the black soil region in Northeast China.

The "Outline of the Northeast Black Land Protection Plan (2017-2030)" compiled by the former Ministry of Agriculture together with the Ministry of Finance and other departments pointed out that in the past 60 years, the soil organic matter content of the cultivated layer of black soil in Northeast China has dropped by an average of one-third, and some areas have dropped by two points. one.

In recent years, Heilongjiang Province has been exploring and practicing in the protection of black land, and has worked out ways to "enforce pilot projects" and "push the model".

The monitoring data in 2019 showed that the average thickness of the cultivated layer in Heilongjiang Province increased from 19.8 cm in 2014 to 23.3 cm.

During the two sessions of Heilongjiang Province in 2022, Hu Changsheng, deputy secretary of the Heilongjiang Provincial Party Committee and governor, proposed in the government work report that 11 million mu of high-standard farmland will be built in 2022, and the demonstration area of black soil cultivated land protection will be more than 56 million mu.

From March 1, 2022, the "Regulations on the Protection and Utilization of Black Land in Heilongjiang Province" was officially implemented, and it was specified that the week of May 25 every year was set as the "Heilongjiang Province Black Land Protection Week".
