Chi Zijian, member of the National Committee of the Chinese People's Political Consultative Conference: It is recommended to establish a historical memorial hall for the "14th Year of the Anti-Japanese War"

In 2017, the concept of "14 Years of Anti-Japanese War" entered the textbooks of primary and secondary schools.

This formulation was proposed by Li Min, the former vice chairman of the Heilongjiang Provincial Political Consultative Conference and a veteran of the Anti-Japanese Federation, and a joint proposal by Ma Guoliang and other members of the National Committee of the Chinese People's Political Consultative Conference who lived in Heilongjiang. After years of hard work, it was finally adopted at the national level.

This year, Chi Zijian, member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference, also brought a proposal related to this.

"On the whole, the social propaganda for the '14-year Anti-Japanese War' is not enough, and the awareness is not very high." Chi Zijian said in an exclusive interview with the Beijing News that the establishment of the "14-year Anti-Japanese War" historical memorial hall, It can make the history of the fourteen years of the Anti-Japanese War more concrete and emotional.

This year is Chi Zijian's 10th year as a member of the National Committee of the Chinese People's Political Consultative Conference.

Talking about the feeling of performing her duties, she said, "I think the voice should be based on the idea, not to be divorced from reality, and not to blindly pursue the number of proposals. Some proposals can be indirectly implemented at some levels, which is valuable."

Talking about "Fourteen Years of Anti-Japanese War"

"It is suggested to establish a historical memorial hall for the 14th year of the Anti-Japanese War to make this history more concrete and emotional"

The Beijing News: This year's two sessions, you suggested that at the important historical node of the upcoming 20th National Congress of the Communist Party of China, a historical memorial hall for the "14 Years of the Anti-Japanese War" should be established.

Why is there such a proposal?

What research work did you do in the past?

Chi Zijian: I was in charge of culture, literature and history in the Heilongjiang Provincial Political Consultative Conference. In the past two years, I have often conducted grassroots research with colleagues from the special committee, and also edited the special issue of Political Affairs, Culture and History.

No matter which region, city or county I go to, the topic of the Anti-Japanese Federation cannot be avoided.

We are familiar with Yang Jingyu, Zhao Shangzhi, Zhao Yiman, Li Zhaolin, etc., all of them are the anti-Japanese martyrs in this black land.

The formulation of the "14-year Anti-Japanese War" was proposed by Li Min, former vice chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference and a veteran of the Anti-Japanese Alliance. The proposal from the 18th Incident, which was finally adopted and implemented at the national level.

In January 2017, the Ministry of Education also issued the "Letter on Fully Implementing the Concept of the "14-Year War of Resistance Against Japan" in local curriculum textbooks for primary and secondary schools. Not enough, awareness is not very high.

And the memorial hall with the theme of "14 Years of Anti-Japanese War", at least not yet in Heilongjiang.

Beijing News: Heilongjiang already has important historical venues such as the CCP Heilongjiang History Memorial Hall and the Northeast Martyrs Memorial Hall.

Compared with these historical venues, what historical and practical significance does the establishment of the "14 Years of Anti-Japanese War" historical memorial have?

Chi Zijian: The two museums you mentioned are indeed important historical memorial halls in Heilongjiang.

The Northeast Martyrs Memorial Hall mainly commemorates the martyrs who died in the War of Resistance Against Japanese Aggression and the war of liberation at the beginning of the war.

However, in the 14-year history of the Northeast Anti-Japanese Federation, in addition to the heroes, there are also the resistance and sacrifice of ordinary people, and the spiritual scars of those who humiliated the living people in difficult times. The historical and social conditions of those 14 years, including political, We all have room for excavation and display in military, industry and commerce, education, culture, folklore, etc., which can make the 14-year history of the Anti-Japanese War more concrete and emotional.

Beijing News: Is it mature to build the "14 Years of Anti-Japanese War" historical memorial hall?

What specific suggestions do you have?

Chi Zijian: The anti-Japanese struggle of the Northeast people is a glorious page in the history of the world anti-fascist war, and has made indelible historical achievements for the founding of New China.

I was born and raised in Heilongjiang. During the Japanese occupation, my grandfather was forced to mine gold for the Japanese in the Laogou Gold Mine. My grandmother died in the Japanese bombing while she was still young.

Nine and a half of the eleven armies of the Northeast Anti-Japanese Federation were born and fought in Heilongjiang, and Harbin was the earliest liberated city in the Northeast.

If the "Fourteen Years of Anti-Japanese War" historical memorial hall can be settled in Heilongjiang, I would most like to see it both from a historical perspective and from a personal emotional point of view.

Liaoning is the place where the September 18th Incident occurred, and Jilin is the seat of the "pseudo-Manchukuo", so my suggestion is to establish the Heilongjiang, Jilin, and Liaoning museums of the "14 Years of Anti-Japanese War" historical memorial halls. It also provides a multi-angle and multi-level reference for historical researchers.

Talking about Ice and Snow Culture

"Ice and snow are destined to be the natural resources of various arts, and they can carry many aspects"

The Beijing News: The Beijing Winter Olympics were successfully held, athletes in Heilongjiang shined brightly, and the ice and snow culture has attracted more and more attention.

You have lived in this land of ice and snow for a long time, what do you think are the specific connotations of ice and snow culture?

Chi Zijian: The "Literature Club" of our Provincial Literature Museum has just finished a seminar on the literary expression of the spirit of the Winter Olympics.

Before the opening of the Beijing Winter Olympics, we were holding the provincial two sessions. Huang Jiansheng, Chairman of the Provincial Political Consultative Conference, came to the literature, art and sports group to give encouragement to the Winter Olympic athletes.

At that time, the leaders of the Sports Bureau introduced the advantages of Heilongjiang athletes, and the points that were expected to win gold were basically what they expected.

Four of the nine gold medals won by the Chinese sports delegation this time came from Heilongjiang.

Competitive sports rely on professional strength, which means they have the strength.

What I am most excited about is the victory of Gao Tingyu, who slid down like a gust of wind.

Heilongjiang has an ice and snow period for almost half a year every year. Ice and snow are destined to be a natural resource for all kinds of arts, and it is impossible to avoid it.

It can carry many aspects, such as literature, film and television, music, art, drama, acrobatics, dance and so on.

Good art is not cookie-cutter, it can be cold and desolate, or it can be quiet and gentle.

When I was a child, I saw the moonlight on the frozen river, and I always felt that the moonlight was burning, so I wrote a fairy tale "Pick up the Moonlight", where I picked up the moonlight and used it as firewood.

The silent burning moonlight on the glacier is the connotation of the ice and snow culture that I understand.

  Talk about performance perception

"Speak up to the point, don't be divorced from reality, and don't blindly pursue the number of proposals"

The Beijing News: This year is your 10th year as a member of the National Committee of the Chinese People's Political Consultative Conference. You have multiple roles at the same time. How do you coordinate your daily work and performance of your duties?

What have you learned from your performance in the past 10 years?

Chi Zijian: Ten years have passed quickly. Looking back on some proposals made in the past ten years, I have suggested that family members who have lost their only child be included in the special social security group; Restoring the alpine allowance for the Great Xing'an Mountains; the proposal to issue cultural consumption coupons, improve the overall cultural quality of the people, etc., plus this year's proposal on the establishment of the "14th Year of the Anti-Japanese War" historical memorial hall, are all related to the groups I am concerned about and my work.

When it comes to the feeling of performing duties, I think the voice should be expressed on the point, not divorced from reality, and not to blindly pursue the number of proposals.

Some proposals can be indirectly implemented at some level, which is valuable.

I have been really tired in the past few years. I have put a lot of energy into the preparation of the Heilongjiang Literature Museum, and it finally opened as I wished. I have both the CPPCC and the Writers Association in charge of the work, so the writing time is indeed not as abundant as before.

And my cervical spondylosis has frequent attacks and is miserable.

But if I don’t write, I will feel uneasy, so I have to work harder. I feel like I’m back in the 1980s. I often finish the class with the lesson plan and go back to my dear desk.

However, as long as there is writing nourishment, suffering is also joy, and life is still motivated.

  Beijing News reporter He Qiang

My writer friend came to Heilongjiang in winter. After feeling the severe cold here, no one did not express their sincere respect to the Anti-Japanese Federation for fighting tenaciously in such a harsh environment.

Writers living in this land cannot fail to encounter such stories, and how to express the stories as art is very important. In this regard, there is still a lot of room for writers to develop.
